Description
Sole Source (including Brand Name) Justification prepared in accordance with FAR 13.501(a). The NWS Upper-Air Program has determined that using an enhanced upper-air observing capability, the automated radiosonde observing system (AROS), provides effective sounding and observations in remote, difficult to reach locations. Improved forecasting capabilities before significant weather events using upper air atmospheric data would directly serve the NWS mission to protect life and property. Presently, there are only two companies that manufacture automated radiosonde systems, Vaisala, Inc. and MeteoModem. The NWS has already purchased Vaisala's system, entitled the Autosonde, through GSA Federal Supply Schedules and is currently testing this product against NWS technical requirements. In order to determine if automated radiosonde systems are a viable solution for upper air observations, the NWS needs to determine if the commercial market can meet the technical requirements of the Upper Air Program. The applicable NAICS code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a small-business size standard of 500 employees. A Sole Source (including Brand Name) Justification was prepared in accordance with FAR 13.501(a) and approved on June 21, 2016. The Sole Source (including Brand Name) Justification is attached to this notice. Offerors must submit all questions concerning this solicitation in writing to the contract specialist, Michael Williams, at Michael.J.Williams@noaa.gov with a copy to the Contracting Officer, Andy Shanks, at Andy.Shanks@noaa.gov. Questions should be received no later than four (4) calendar days after the issuance date of this solicitation.
