Description
FAR 8.405-6(a)(2); Authority to limit sources. STATEMENT OF WORK (SOW) Alpena CRTC, MI 7/29/2016 1.0 Background Provide surrogate UAS support to multiple government and private agencies. Data links between the ground user and aerial platforms are adaptable to rapidly changing environments allowing for real time communication and data link for JTACs at the Combat Readiness Center's (CRTC) Northern Strike Exercise in Alpena, MI. 2.0 Requirements 2.1 Contractor will provide the following support and services: 2.1.1 Contractor will provide ISR and Strike ISR as SUAS and Manned Special Mission Asset support for other tactical assets participating in the CRTC Northern Strike Exercise. 2.1.2 Contractor will provide up to sixty (60) surrogate UAS flight hours with FMV data link and ground support staff to facilitate the training objectives and troop experience with video downlink feeds. 2.1.3 Contractor will provide ROVER compatible downlinks and a wave relay with cloud relay backbone. Also, requirement to distribute the video from the OPAREA to remote COCs specifically Battle Creek, MI. 2.1.4 Contractor will conduct demonstrations using an aerial asset capable of providing an EO/IR, multispectral, multicast digital video feed equipped with UHF and VHF radios capable of sharing the video simultaneously to ground personnel as well as operation centers. The aerial asset will also be able to carry IP voice, video, and data traffic bi-directionally between remote ground personnel as well as an operation center. Will provide an overall analysis concerning the interoperability and reliability of ISR data based on data collected from said demonstrations. 3.0 Deliverables 3.1 Contractor will provide: 3.1.1 A Final Report Analysis to DTIC by CRTC as Scientific and Technical Information (STI), delivered to CRTC/ OG ten (10) working days after the end of the Period of Performance (PoP). •3.2 Deliverables and Acceptance •3.2.1. All deliverables proposed by the vendor will be delivered in MS Office (e.g. MS Word) formats, using templates or in formats approved and/or provided by Wyle. •3.2.2. All deliverables shall be provided to the Alpena CRTC technical rep, SMSgt Robert Mills, Robert.o.mills.mil@mail.mil, and to the Contracting Officer, SMSgt Jonathan Bodus, jonathan.d.bodus.mil@mail.mil. Notification of receipt and acceptance from the government requesting agency will be required for all deliverables before vendor invoices can be processed. •3.2.3. The vendor must provide sufficient written justification to support inclusion of proprietary information or data in the deliverable items under this purchase order, prior to its execution. Otherwise, written material generated and delivered by the vendor will not include company proprietary or confidential material and will be marked appropriately to help facilitate submission to DTIC under the RIAC contract. The government will retain the data rights of each deliverable. The Report will be made available by DTIC to other Government Agencies and government Contractors. 4.0 Other •4.1 Place of Performance: Avwatch will accomplish all work in Alpena, MI. •4.2 Period of Performance: 07-19 Aug 2016 •4.3 Government Furnished Equipment: None. •4.4 Travel: Avwatch understands the requirement to travel CONUS during the performance of the Tasks. Avwatch will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and subject to the limitations of funds specified against tasks related to this contract. 5.0 Security Avwatch understands all deliverables will be Unclassified or Unclassified/For Official Use Only.
