Description

The Department of Veteran Affairs, Network Contracting Office 8 (NCO 8), Orlando, FL, intends to issue solicitation no. VA248-16-R-0815, Prescription Eyeglasses and Optician Service, for all VA locations within the VISN 8 geographic area, with the exception of Tampa James A. Haley Veterans' Hospital, Bay Pines St. Petersburg C.W. Bill Young VA Medical Center, and the Orlando VA Medical Center. The scope of this procurement is to provide a complete selection of prescription eyeglasses, including optician fitting service. Ophthalmology and optometry service is not included in this procurement. The scope includes all required frames, lenses and lens treatments, fabrication, assembly, shipping, handling, fittings, adjustments, eyeglass cases and any related items. Port St. Lucie, FL 34986 The resultant contract will be a single award, fixed price, Requirements type, for a base 12-month period plus four 12-month option years, and including a six month option period under FAR clause 52.217-8. The solicitation will be issued at the Federal Business Opportunities website (https://www.fbo.gov) on/about 26 August 2016, with proposals due 30 calendar days thereafter. The NAICS Code is 339115, Ophthalmic Goods Manufacturing, small business size standard 500 employees. Contract award will be based upon the tradeoff process in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-1. This procurement is 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms IAW FAR 19.1405 and VA Acquisition Regulation 819.70. In order to be considered for award offerors must be registered in the System for Award Management (SAM) database and complete online Reps and Certs at https://www.sam.gov/. Proposals received from firms that are not verified as SDVOSB will not be considered, and will not be eligible for award. All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) in VetBiz at http://www.vetbiz.gov to be considered and eligible for award. This notice is for informational purposes only and is not a request for submission of proposals. No specific response to this presolicitation notice is required at this time. No potential offeror list is maintained. All potential SDVOSB offerors should register with Federal Business Opportunities if interested in this acquisition. No additional information is available other than what is noted herein.
