Description
SMT Enhancement PWS The Government intends to award a sole source contract to Integrated Data Services (IDS) off the GSA Schedule 70 for the Strategic Management Tool Enhancement & Training Workforce effort. This effort will be a one (1) base year and two (2) one-year options. The SMT has been developed using the Agile Software Development model and is integrated into the Program Management Resource Tool (PMRT) enclave of AF Business Systems. The initial release of the software contains the capabilities to progress to Initial Operating Capabilities (IOC), but lacks the full feature set that the application and AFPEO/CM requires. This effort will enable the development of full system capabilities and provide instructor training support to mission owners Air Force-wide. The system was initially developed as a commercial off-the-shelf product, but the AF has incorporated a series of significant enhancements and modifications, which tailored the software such that the majority of its applicability became Government use only. The SMT is a mission critical application within PMRT's suite of tools. It is used by Air Force Acquisition and Sustainment organizations to manage their services requirements, associated funding and reporting and for business analysis. The purpose of this effort is to acquire SMT software enhancements and to purchase and integrate the Business Intelligence tool (Qlik Sense) for Ad-Hoc reporting and dashboard design. The effort will also include workforce training in the usage of the SMT and Qlik Sense applications. The SMT is currently in sustainment but requires software enhancements to reach Full Operating Capability. The Government has acquired the rights to the SMT source code, however it will need IDS to ensure seamless integration with the PMRT environment, which comprises the program logic. The SMT and Qlik Sense are both new applications to the Air Force that will require workforce training for implementation. The Training Instructors will need training in order to achieve a mastery of the Qlik Sense BI toolset. They will attend formal classroom training that is offered by Qlik Technologies, Inc. The training will be conducted on site at Joint Base Anacostia-Bolling or in the Washington, DC metro area. As part of the SMT deployment AF-wide, the SMT will require two Training Instructors. The Training Instructors will create and formalize curriculum and facilitate training seminars via VTC using Defense Collaboration Services and in person when required at bases throughout CONUS. The curriculum will focus on the use of the SMT and Qlik Sense business intelligence tool applications. The Training Instructors will develop and maintain a SMT User Guide, develop training materials and web content for frequently asked questions, tooltips and help pages. The Training Instructors will also develop user focused videos and launch communication plans to help ensure early adoption of the applications by the Air Force as specified in AFI63-138. PMRT/SMT also includes an architecture that enables the addition of performance and capability enhancements in response to new laws, regulations and policies as well as evolving compliance requirements (i.e. Risk Management Framework and Financial Improvement and Audit Readiness/FIAR compliance). However, these enhancements would require a modification to the existing contract for accomplishment.
