- COMBINED SYNOPSIS SOLICITATION REQUEST FOR QUOTE NUMBER: P16PS02523 WICR Bulk Fuel This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Part 12, Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document, with incorporated provisions and clauses, are those in effect through Federal Acquisition Circular (FAC) #Fac 2005-89, effective July 14, 2016. This procurement is a total small business set-aside IAW FAR 19.203(b) and FAR 19.501(c). The North American Industry Classification System (NAICS) Code 324110 Petroleum Refineries applies, and the small business size standard is 1,500. The resultant procurement instrument will be a firm-fixed price blanket purchase agreement (BPA) with five (5) contract line item. See Attachment 2 for the full listing of contract line items/bid schedule. To be considered, offerors must be registered in the System for Award Management (SAM.gov) and possess and maintain a valid Dun & Bradstreet number at the time of contract award. Lack of an active registration in SAM will make an offeror ineligible for contract award. For more information on SAM Registration, please visit the Small Business Administration's website and sam.gov. Description of Requirement: The National Park Service, Missouri Major Acquisition Buying Office (MABO), 11 North 4th Street, Saint Louis, MO 63102, seeks a qualified firm to provide Bulk Fuel at Wilson ¿s Creek National Battlefield in accordance with Attachment 1 ¿ BPA Terms and Conditions. This request for quote will result in a Blanket Purchase Agreement with five lines for bulk fuel, which includes be Unleaded Gasoline 87 Octane and Ultra Low Sulfur, Red-dyed Diesel Fuel. The performance period for the BPA is for a period not to exceed five years. Award will be made to the lowest priced offeror technically capable to make delivery in two calendar days or less after an order is placed. Contractor must meet responsibility standards set forth in FAR subpart 9.1. Firm fixed price call orders will be placed against the BPA on an as-needed basis. Due to price volatility within the market, the vendor will provide its current price upon each Call request. Rates for fuel shall be paid using the contractor ¿s current rate schedule in effect at time of Call as per the pricing strategy quoted by the Contractor and accepted by the Government in Attachment 2 of this solicitation. Rates for each call must be determined fair and reasonable. Payments will be made upon receipt of invoices from the Contractor, through Invoice Processing Platform (IPP). Payments will be made through electronic funds transfer. Submit quotes using Attachment 2 ¿ Quote Sheet to the Contracting Officer on or before 18 Aug 2016, 8:00 AM ET.
