INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a non-competitive sole source basis to Global Genomic Medicine Collaborative, 101 Science Drive, Room 2111 Ciemas, Durham, North Carolina 27708-9976 for the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI). Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) led the National Institutes of Health's (NIH) contribution to the international Human Genome Project, which had as its primary goal the sequencing of the human genome. This project was successfully completed in April 2003. Now, the NHGRI's mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The NHGRI Division of Genomic Medicine (DGM) plans, directs and facilitates multi-disciplinary research to identify genetic contributions to human health and to advance approaches for the use of genomic data to improve diagnosis, treatment and prevention of disease; through research grants, research training grants, and contracts. The National Human Genome Research Institute (NHGRI)/ Division of Genomic Medicine (DGM) is working with Duke University and several interested investigators and policy-makers world-wide to organize and sustain a Global Genomic Medicine Collaborative (G2MC), to enhance interactions and efforts among international groups working to increase the implementation of genomic medicine in routine clinical care. The G2MC's charge is to promote identification and dissemination of best practices in genomic medicine and to enhance the appropriate implementation of genomic medicine through sharing of implementation approaches and joint identification of barriers and solutions. Overarching goals of the G2MC include to : • Serve as nexus, clearinghouse, and knowledge base for GM activities globally; • Develop opportunities for global GM demonstration projects, including implementation and outcomes research; • Capture and disseminate best practices for GM in areas such as information technology, clinician education, evidence generation, pharmacogenomics, and policy across the global genomic medicine community; and • Develop a financial model for sustained efforts. Purpose and Objectives : The Contractor shall provide administrative support services to organize meetings and conference calls of the G2MC Executive Planning Group, Steering Committee, and working groups and will track and facilitate production of agenda, minutes, and other materials produced by its volunteer members. The G2MC has been up and running under the aegis of the National Academy of Medicine since mid-2014 and is now transitioning to a more independent model with funding provided by members and dedicated staff to ensure coordinated and timely output of scientific products. Period of Performance : Base Year: August 2016 through August 2017 Option 1: August 2017 through August 2018 Option 2: August 2018 through August 2019 Additional Information : The Global Genomic Medicine Collaborative (G2MC) intends to provide interactions and efforts among international groups working to increase the implementation of genomic medicine in routine clinical care. The G2MC effort requires administrative support services to coordinate and track the activities of its numerous volunteer members, particularly in terms of scheduling and conducting meetings, identifying action items, following up for timely delivery of work products, and disseminating these products. Goals of the administrative effort are to maximize the impact and efficiency of the G2MC in support of NHGRI's mission to expand the appropriate application of genomics in reducing disease and improving health care delivery. Place of Performance : • The place of performance for discussion of progress and deliverables will be held at the Government's designated location in Rockville, Maryland. • The Contractor will be authorized to perform services remotely with the discretion of the NIH/NHGRI Project Officer. Contractor's Requirements : The work to be performed is jointly sponsored by a consortium of academic centers, government agencies, and non-governmental entities. Specific tasks will include: • Scheduling and arranging conference calls of G2MC committees and working groups; • Preparing and distributing meeting agendas, related materials, and minutes; • Establishing timelines and modes of submission for materials to be produced by working groups and volunteers; • Tracking production and providing for dissemination of materials produced by working groups and volunteers; • Scheduling and arranging annual in-person meetings of the G2MC, including issuing invitations and providing public notices; and • Hosting and updating G2MC website. Deliverables/Reporting: • Scheduled bimonthly meetings of G2MC Steering Committee; • Agendas and minutes of bimonthly meetings of G2MC Steering Committee; • Scheduled monthly to quarterly meetings of G2MC working groups; • Agendas and minutes monthly to quarterly meetings of G2MC working groups; • Monthly action item or task list including responsible person, timeline, and status; • Scheduled annual in-person G2MC meetings and invitations and publicity notices; • Agendas, pre-meeting materials, and minutes from annual in-person G2MC meetings; and • Monthly to quarterly updates of G2MC website. Safety issues: • The Contractor will perform work in an office setting; there are no known safety issues. Government-Furnished Equipment, Badge, Keys and/or Facilities Provided: • The Government will provide a meeting space for the Contractor. • The Contractor will provide workspace, computer, telephone and other electronic equipment. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement : Industry Classification (NAICS) Code is 813212, Voluntary Health Organizations, and small business size standard is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received no later than 7:30 a.m. Eastern Standard Time (EST), August 17, 2016; and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-245-DM, may be submitted to the National, Heart, Lung and Blood Institute, COAC Services Branch, Office of Acquisitions, Office of Management, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell, Contracting Officer.
