- Reference:Financial Integrated Services (FIS) Contract DTFAWA-12-D-00057 issued July 19, 2012 1.Introduction This public announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.2.4. Interested parties are advised that: This is not a Screening Information Request (SIR) or Request for Proposal; and The FAA is not seeking or accepting unsolicited proposals. 2.Purpose of this Announcement The purpose of this announcement is to advise interested parties that the FAA intends to issue a bilateral modification to The MIL Corporation, DTFAWA-12-D-00057 contract obtained under the FAA FIS program. The modification is being issued to add two labor categories, Senior Creative Designer/Artist and Creative Designer/Artist. The total estimated value of the modification is $0.00. The ceiling value, statements of work, and periods of performance of the DTFAWA-12-D-00057 contract will remain unchanged as a result of this modification. 3.Background The FIS contracts allow the Office of Financial Services (ABA) and other FAA stakeholder organizations to obtain financial management, accounting, operational maintenance, financial reporting, budgeting, and related services. Specifically, Section C.3.3.3 of the FIS Statement of Work (SOW) includes, "Assist[ing] FAA with preparing financial statements, technical writing, document design/layout, printing, distribution, and other Performance & Accountability Report (PAR) and Citizen ™s Report (CR) “ related documents." When FAA awarded the FIS contracts in 2012, there was an existing contract for production of the PAR and the CR (DTFAWA-11-C-00014). The intent was to allow that contract to reach its ultimate end date and roll the work under the FIS contracts. Unfortunately, the FIS labor schedule neglected to include all the necessary labor categories with the skill sets the FAA required in graphic design and publishing necessary to produce a PAR and CR of the required quality. The current FIS contracts have a little over a year left in their periods of performance. This PAR and CR work is intended to continue to be included in the statement of work for competition for the follow-on contract that will replace FIS. Adding these labor categories to the current FIS contracts is an interim measure that will enable the work to continue during the time needed to prepare for and compete the follow-on contracts to FIS. 4.Planned Modification Action Annual production of the PAR and the CR is a legislative mandate. These reports are widely-circulated in paper format and meant for public consumption. Historically, they have been designed and laid out by professionals with expertise in graphic design and publishing. The dates by which those reports must be submitted is outside of FAA ™s control. If there is a break in service, FAA will miss statutorily-mandated deadlines. The FAA awarded the underlying FIS contracts on a competitive basis, and the addition of two labor categories to the labor schedule does not alter the competitive nature of the acquisition. Adding the labor categories is necessary to allow the FIS contract to function as intended and ensure that the FIS labor schedule includes all the skill sets necessary to perform all services within scope of the FIS contracts in an economic and efficient manner. As such, the modification to add these labor categories to MIL Corporation ™s FIS contract is critical to meeting statutory deadlines and is in the best interests of the Government. This announcement is for informational purposes only and not a Solicitation/Request for Proposal.
