- Speical Notice SB1341-16-RQ-0712 The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b), with Elite Systems, for the acquisition of four network switches to expand our highly configurable testbed network. The network consists of four switches, a PC console, and backup UPS integrated into a single system. ***** Sole source determination for this procurement is based on the need to acquire Additional Switches for the CPS Testbed Network Platform for NIST Smart Grid and Cyber-Physical Systems Program Office of the Engineering Lab (EL). Elite Systems is the only manufacturer licensed to sell these products, Four IEEE 1588 network switches that can be combined with the existing custom configuration and managed by the existing testbed network. No other contractor or distributors have been identified. *****The North American Industry Classification System (NAICS) code for this acquisition is 541519 - Information Technology Value Added Resellers, with a small business size standard of 150 employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by August 22, 2016, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to judith.hicklin@nist.gov or robert.cowins@nist.gov.
