Description
NOTICE OF INTENT to award SOLE SOURCE CONTRACT The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate, on a Sole Source basis, with Giles & Ransome Inc. to inspect and repair the transmission components on a D6 Dozer, Plant #1137. The D6T was transported, by the Corps of Engineers, to a certified Caterpillar mechanic on July 18th, 2016 to diagnose the D6T Dozer's malfunction. A detailed diagnostic testing and breakdown of the components of the transmission was conducted by the mechanic in order to determine the cause of the D6T malfunction. Results of the diagnostic test performed indicated that transmission needed immediate repairs. Because the D6T Dozer was transported to a qualified repair facility, it is not cost effective to re-apply to the Department of Transportation for new permits to transport the D6T across state roads to another facility. Additionally, the transmission had to be broken down in order to properly diagnose the malfunction and the cost of reassembling solely for the purpose of moving the vehicle to another facility is considered cost prohibitive. Since the D6T has already been disassembled and made ready to repair, the use of the current contractor is in the best interest of the Government. There is an urgent need to have the machine returned to an operational status as soon as possible. Time is a critical factor because while the dozer in a non-operational status, the Government is losing a considerable amount of money and is experiencing a significant delay in project completion. Based on this information, it is imperative that work begin immediately to return the D6T to its operational status, without delay. This notice of intent is NOT a Request for Competitive Proposals. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within three (3) days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS Code is 3111310 with a Size Standard of $7,500,000.00.
