- The Centers for Disease Control and Prevention, NCIRD/ISD, 1600 Clifton Rd. NE, Mailstop A19, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract to Eastern Virginia Medical School 358 Mowbray Arch Suite 305 Norfolk, VA, 23507-2219 develop standardized instruments and methods for collection of clinical data as well as biological specimens related to juvenile-onset recurrent respiratory papillomatosis (JORRP) in the United States. NAICS Code: 611310 Period of Performance: 09/30/2016 through 09/29/2021 The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). JORRP is a rare disease requiring specialty clinical care at one of 38 sites around the country; in 2014, the proposed contractor was the only applicant for a contract to create a network of clinical sites where JORRP patients are treated. Thus this contractor is uniquely qualified to coordinate a retrospective review of JORRP patients at these clinical sites that can be used as baseline data for the ongoing study. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency for future procurement.
