- Attachments - RFQ # HSCG85-16-Q-P30T38 USCGC FIR (WLB 213) DOCKSIDE REPAIRS FY2016 RFQ # HSCG85-16-Q-P30T38 USCGC FIR (WLB 213) DOCKSIDE REPAIRS FY2016 SOLICITATION # HSCG85-16-Q-P30T38 Title: USCGC FIR (WLB 213) DOCKSIDE REPAIRS FY2016 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. This solicitation is for Dockside Repairs for the United States Coast Guard Cutter (USCGC) FIR (WLB 213). The CUTTER is a 225' "B Class" See Going Buoy Tender (WLB). This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This requirement Solicitation # HSCG85-16-Q-P30T38 is issued as a Request for Quotations (RFQ). This RFQ incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 effective July 14, 2016. This requirement is being solicited as a Competitive 100% Total Small Business Set Aside. The NAICS Code applicable to this procurement is 336611 with a size standard of 1250 employees for the requirement. The contract will be awarded on a firm-fixed-price basis. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov. PERIOD OF PERFORMANCE: 09/06/2016 to 09/18/2016 PLACE OF PERFORMANCE: All work for this dockside repair shall be accomplished at Cutter's Homeport. USCGC FIR (WLB 213), ASTORIA OR GEOGRAPHIC RESTRICTIONS: N/A SCHEDULE OF SUPPLIES/SERVICES: Insert individual prices in Attachment 1- Section B Schedule of Supplies/ Services and insert totals of extended prices. Base Contract Line Item Numbers (CLINs) are marked as "D" for Definite. Option CLINS are marked "O" for Optional. Insert unit prices all CLINs listed in the schedule unless "NSP" is printed in the Unit Price column for any CLIN. "NSP" is printed in the Unit Price column for any CLIN. "NSP" in the section means "Not Separately Priced". Additional Work Items may be added on the comprehensive List of Work items as determined necessary by the contracting officer to accommodate work efforts that may be required during the dockside repair of a 225' "B Class" See Going Buoy Tender (WLB). DESCRIPTION OF WORK: This requirement is for the contractor to provide all necessary, labor, materials, services, equipment, supplies, power, accessories, special tools, facilities and such other things as are necessary to perform interior/exterior deck preservation for USCGC FIR (WLB213) in accordance with this solicitation, Attachment 1 - Section B Schedule of Supplies/ Services and Attachment 2, Specification for USCGC FIR Dockside Repairs FY2016 (Rev-0, 27 April 2016). The scope of the acquisition is for Dockside Repairs as per the Coast Guard Specification package. All work will be performed at the cutter's home port ASTORIA OR. (a.) Failure to read the specifications in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. b.) This acquisition will be solicited in accordance with FAR Part 19.502-2 Total Small Business Set Aside. ANTICIPATED AWARD DATE: This contract is expected to be awarded on or about 29 August 2016; however it is subject to change. The government intends to award a firm fixed priced contract resulting from this solicitation to the responsible vendor whose complete quote, conforming to the solicitation, provides the best and final offer. Work covered by this solicitation shall be completed within twelve (12) calendar days from the date the vessel becomes available to the Contractor. The availability is scheduled to start on or about 06 September 2016 and end on or about 18 September 2016. An arrival conference normally will be held within 24 hours of the scheduled start date. QUOTE SUBMISSIONS: Quotes are due, 24 August 2016 at 10:00 a.m. Pacific Daylight Time (PDT). Quotes, together with the signed amendment(s), if applicable, must be submitted electronically to Mei Chan email: mei.s.chan@uscg.mil. DEADLINE FOR RFQ QUESTIONS: All questions regarding this requirement shall be submitted electronically to Mei Chan, email: mei.s.chan@uscg.mil no later than 18 August 2016 at 10:00 a.m. PDT to allow adequate time to prepare a response.
