Description
Synopsis: This announcement constitutes a Sources Sought Synopsis for rental and cleaning of uniforms at Jefferson Barracks National Cemetery, 2900 Sheridan Road, St Louis, MO 63125. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish (F.O.B. Destination within consignee's premises), all labor, tools, and material to provide and clean WG workers uniforms. The purpose of this notice is to determine interest and capability of potential qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small-Businesses (VOSB), and Small Businesses relative to the North American Industry Classification code (NAICS) 812320. The Small Business Size Standard is $5.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Submission requirements for responses to this sources sought synopsis: SDVOSB/VOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact. REQUIREMENTS: All serious SDVOSB, VOSB and SB companies interested in this requirement MUST submit a capability statement along with verifiable past performance showing experience in uniform rental and cleaning. (a)The contractor shall furnish (F.O.B. Destination within consignee's premises), all supervision, labor, equipment, materials, supplies and transportation necessary to provide uniforms for wage employees located at Jefferson Barracks National Cemetery, 2900 Sheridan Road, St. Louis MO, 63125. (b)Contractor shall provide each wage grade employee with 5 changes of uniforms per week and will replace worn-out items at no additional charge. (c)Uniform Fabric & Material: (Caretakers/Supervisors) Pants shall be 60/40 cotton/poly canvas weave, flat front, wrinkle resistant with double needle stitching, cargo pockets with exterior utility pockets and snap closures. Shirts shall be 3.8 oz. snag-resistant spun polyester warp knit fabric, moisture wicking material, with pocket, double needle stitching, set-in hemmed sleeves, tag-free taped neck, wrinkle resistance, with embroidered cemetery name on left and employee name on right as specified. Employees will have the choice between short sleeve, long sleeve, or a combination of both. Jackets shall be of 65/35 poly/cotton material shell with quilted lining. Jackets shall also be affixed with cemetery patch on the left and employee name on the right as specified. Caretaker uniforms will be of a different color than supervisor uniforms. Color of uniform to be determined at the time of award. (Mechanics/Maintenance) Pants shall be heavy-duty 8.5 oz. preshrunk cotton twill, flat front, heavy duty brass zipper and button closure, reinforced bartacks at stress points, 12" deep quartertop front pockets, darts over set-in back pockets. Shirts shall be 6 oz. preshrunk 100% cotton twill, all button front (absolutely no snaps), left and right chest pockets, reinforced at stress points, with cemetery patch on the left and employee name on the right as specified. Employees will have the choice between short sleeve, long sleeve, or a combination of both. Jackets shall also be affixed with cemetery patch on the left and employee name on the right as specified. Mechanic/maintenance worker uniforms will be of a different color than supervisor uniforms. Color of uniform to be determined at the time of award. All uniforms shall be freshly cleaned, pressed and repaired. (d)Name tags (Supplied by Contractor): All uniforms will have name emblem (FIRST NAME) above right pocket, cemetery emblem (JEFFERSON BARRACKS NATIONAL CEMETERY) above left pocket. Patch, sewn-on and outlined with name sewn (colors to be determined at time of award) on the patch. Patch is then sewn onto the uniform. (e)Cleaning & Repair of Uniforms: The Contractor is responsible for the cleaning or laundering of uniforms and protective clothing and repairing them when damage results from "normal wear and tear". Contractor shall inspect all garments for minor tears, seam flaws, missing buttons, loose emblems, etc., prior to uniforms being returned. (Note: Normal wear and tear is defined as "the physical deterioration which occurs in the normal use for which the garment is intended, without negligence, carelessness, accident or abuse of the garment by the employee). (f)Uniform Replacement: Uniforms shall be automatically replaced when they become worn through use or when a size change is necessary. There shall be no additional charge for uniform replacement or changing from one size to another. (g)Uniform Inventory Listing: The Contractor shall establish a uniform inventory listing by individual employee along with type, size and pieces issued. Contractor shall adjust uniform allocations based on employee turnover by removing uniforms when an employee leaves and outfitting new employees as they are hired. The outfitting of any new employee must be coordinated through the VA COR. UNIFORM ALLOCATION (a)The Contractor shall be responsible for furnishing an initial forty (40) wage grade employees with uniforms to include pants, shirts, and jackets as follows: (i)Thirty (30) wage grade employees (Caretakers/Supervisors) are required to wear 60/40 cotton/poly canvas weave pants, polyester warp knit shirts, and 65/35 poly/cotton jackets. Each wage employee shall receive the following uniform garments: "11shirts (short sleeves, long sleeves, or a combination of both) "11pants "2jackets (ii)Ten (10) wage grade employees (Mechanics/Maintenance) are required to wear 6 oz. preshrunk 100% cotton twill shirts, 8.5 oz. preshrunk cotton twill pants and 65/35 poly/cotton jackets. Each wage employee shall receive the following uniform garments: "11shirts (short sleeves, long sleeves, or a combination of both) "11pants "2jackets (b)The number of employees covered by this contract may increase or decrease at any time (i.e., new / temporary hires, dismissals, retirements, etc.). If employees are added to or deleted from the contract, the unit cost per employee shall remain the same. Accordingly, weekly costs shall be adjusted based on the number of uniforms provided at the unit cost per employee indicated in the Price Schedule. Except as this contract may otherwise provide, if the Government's requirements result in changes to the estimated quantities stated in the contract, that fact shall not constitute the basis for an equitable price adjustment. (c)Delivery Schedule: Uniforms must be delivered and picked up on Monday of each week between the hours of 8:00 a.m. and 3:30 p.m. local time. Any deviation to this day, due to holiday, weather, etc. shall be coordinated and agreed upon with the Contracting Officer's Representative (COR) with at least 24 hours advanced notice prior to delivery of uniforms. (d)Upon arriving at the cemetery, the contractor will report to the maintenance building. All uniforms must be separated by name of employee and will be hung on uniform rack provided by cemetery.
