Description
The United States Air Force through the Air Force Sustainment Center (AFSC) at the Oklahoma City Logistics Center (OC-ALC) is contemplating procuring spare, Liner, Combustion Chambers for the F100 Engine. The Line Item cited below is for a non-commercial, Firm Fixed Price (FFP) Fixed Quantity Contract. This requirement is for Foreign Military Sales is anticipated to be competitive. First Article requirement applicable. Destination: DIS002 Delivery: Required Delivery of 20 units to be delivered on or before 05 October 2016. Early Delivery is acceptable. L/I 0001AA- Spare, Liner, Combustion Chambers Quantity: 30 Ea. Destination: DIS005 Delivery: Required Delivery of 30 units to be delivered on or before 05 October 2016. Early Delivery is acceptable. 10.Set-aside: This acquisition is not a set-aside for small business. 11.Current Approved Sources: Unison Engine Components Corp., DBA: Paradigm Manchester, Inc. Cage Code: 1J4P3 Barnes Aerospace, Cage Code 32317 United Technologies Corporation, DBA: Pratt & Whitney, Cage Code: 52661 12.Export Control: Yes, Data is export controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. 13.IUID: If unit price exceeds $5,000, then UID requirements will apply. 14.Qualification Requirements: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. 15.Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
