Description
Statement of Work for American Indian/Alaska Native Populations study. The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intends to negotiate on a sole source basis with UCLA Center for Health Policy Research under the authority of FAR 6.302-1 for the project entitled, " Improving Data Capacity for American Indian/ Alaska Native Populations" under FAR Part 15 procedures. The purpose of this project is to: 1. Identify the current approaches that three existing population-based HHS surveys and the California Health Interview Survey use to code AI/AN participants for race and ethnicity. 2. Examine the current coding used in the four surveys to analyze the percentage of AI/AN only, AI/AN mixed race, Hispanic AI/AN and any mention of AI/AN. 3. Examine variations in classifying, coding, and tabulating AI/ANs and the implications of variations in classification and tabulation for the development of survey weights and post stratification adjustments for the AI/AN population. 4. Evaluate how improper classification and post weight adjustments can affect rates and counts of key indicators of health status, health behaviors, utilization and access to healthcare for the AI/AN population The proposed contractor, UCLA Center for Health Policy Research, 10960 Wilshire Blvd, Suite 1550 Los Angeles, CA 90024. UCLA has extensive experience convening expert committees from a variety of fields to provide objective, credible, and scientific recommendations addressing extremely complex health policy issues, such as the topic of this proposed study. The selection of experts draws on nationally known experts in the field, with specific consideration of the overall balance of viewpoints on the committee. The California Health Interview Survey (CHIS) is the optimal source of information on the California AI/AN population. The CHIS is unique in that it oversamples American Indians/Alaska Natives. Many CHIS questions are adapted from the National Health Interview Survey. This oversample provides for sufficient sample required to conduct project analyses. Because the tabulations of CHIS data will necessarily require access to confidential information that is excluded from the CHIS public-use files, the tables must be compiled in the UCLA Center for Health Policy Research's Data Access Center (DAC). The DAC is a secure data facility designed for use of these data. Due to this restriction, the UCLA Center for Health Policy Research is the sole source of this needed information. While NHIS covers all 50 states and DC and CHIS only covers California, both surveys are conducted periodically to monitor the population's health, health care coverage, and access. The scope of work is available and attached. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency, electronically to Steven Graves at Steven.Graves@psc.hhs.gov. Responses are due by August 30, 2016 by 12:00 pm EST. Responses will not be accepted after the due date. If no capability statements or proposals are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a Firm Fixed Price Contract with UCLA.
