- REQUEST FOR INFORMATION (RFI) Learning Management System US CENSUS BUREAU Census-16-RFI-0001 DISCLAIMER: This announcement, in accordance with FAR 15.201(e), constitutes a Request for Information (RFI) for the purposes of determining market capability of sources or obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps), if applicable. Information on the specific topics of interest is provided in the following sections of this announcement. 1. BACKGROUND AND PURPOSE The U.S. Census Bureau serves as the leading source of quality data about the people and economy of the United States. It is the largest statistical agency of the federal government. The Census Bureau conducts numerous surveys and censuses to collect, process, and disseminate demographic and economic statistics. This data provides benchmarks to measure, understand, anticipate, and respond to changes in the nation's social and economic conditions. The Census Bureau's Decennial Directorate is responsible for planning and executing the 2020 Census, the largest peacetime operation of the federal government. To prepare for the 2020 Census, The U.S. Census Bureau has a need to hire and train temporary field employees. Training of these employees is conducted through a combination of online and classroom training. The Learning Management System (LMS) will be the system of record for providing the online training to the roughly 800,000 Listers and Enumerators involved in the 2020 Census. In addition, the Learning Management System may be used to train Field Supervisors as well as employees at Regional Census Centers. The Learning Management System must be capable of scaling up to as many as 1,000,000 concurrent users. 2. OBJECTIVE/SCOPE OF WORK The US Census Bureau, in alignment with the Federal Government-wide Cloud First policy, seeks a Software as a Service (SaaS) provider to assist the Census Bureau in providing online training for Listers and Enumerators, Field Supervisors, and staff at the Regional Census Centers. The potential contract will provide the solution for an online Learning Management System that can be scaled to accommodate the Census as it ramps up hiring in support of the 2020 Census. This solution must be a Software as a Service (SaaS) solution. The Census Bureau is seeking a scalable solution that will provide the best value and can scale up to 1 million users. The offeror's proposed solution must have received a FedRamp certification prior to submitting a response to any potential RFP. The content development as well as the configuration/customization of the Learning Management System are not in scope for this effort. The content will be performed under a separate vehicle and that vendor will provide compatible modules that can be uploaded to the LMS in time for the training to take place. Additionally, there will be another contract awarded that will provide the configuration support for the system. This support will include but not be limited to the creation and management of accounts, the customization of the look and feel of the system, reporting, and well as Tier 1 help desk support. 3. SPECIFIC TASKS Activity 1: Licenses The contractor shall provide licenses for their Learning Management System to the Census. In addition, the contractor shall provide any updates, patches, or maintenance required for the software as they become available. These should be as seamless to Census users. 4. RFI RESPONSE INSTRUCTIONS Please submit your capability statement that provides a comprehensive discussion of the requirements listed above. Please indicate whether your cloud solution is already FedRamp certified or if it is in process of obtaining this certification. If you are in process, please provide a schedule for obtaining the certification. Please also include any additional pertinent information you feel will be helpful to the Census in shaping how to structure a potential RFP. Some areas that we are interested in learning more about are whether or not your system has an open API, provides for easy single sign on capability, and whether or not there are any restrictions regarding the sizes of the files that can be uploaded onto the system. Also, please include examples of how your solution has scaled to support a large user base. Your RFI should be submitted no later than August 25, 2016 to Michael Bolden via email at Michael.d.bolden@census.gov. The email subject line should read "RFI Response - LMS". Your responses will assist the Government in determining whether a set-aside is possible or whether full and open competitive procedures should be utilized.
