Description
The Army Corps of Engineers Information Technology (ACE-IT) program, in accordance with FAR Part 6.302-1(a)(2)(iii), intends to make a sole source award to a firm with the capability to provide radio support and services (i.e. radio services) associated with United States Army Corps of Engineers (USACE) radio systems. USACE customers have numerous repair requirements for High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and maritime handheld, mobile, and base station radio communications systems, equipment, and accessories. The Contractor will perform radio repair service and devise a comprehensive management approach with the activities necessary to execute core functions required under the ARSS Repair Bridge contract. The approach will define and detail how technical management of all ARSS Repair Bridge services, including functions, tasks, costs, schedules, and risks will be performed and managed under the contract. It will also include a complete and streamlined means for USACE users, when approved by ACE-IT, to centrally obtain repair and mobile vehicle swap installation services for radio, microwave and satellite systems/equipment through the contractor on their behalf. This action is a two month "bridge" acquisition, which will fulfill the requirement for the above detailed radio services until the government can compete and award the larger radios services action later this fiscal year. The anticipated source is Tribalco, LLC, 4915 St. Elmo Avenue, Bethesda, MD 20814. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government's intent to make a sole source award. Contractors who can provide ACE-IT with radio services, in accordance with the synopsis listed above, are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. Under the authority of 6.302-1(a)(2)(iii), the government intends to make this sole-source award to Tribalco, the incumbent, because awarding to any other source would result in unacceptable delays and duplication of costs. Contractors wishing to receive a copy of the solicitation, once it is available, should submit a request to the contract specialist and contracting officer identified later in this synopsis. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
