- The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, 23511-3392 intends to negotiate a Firm Fixed Price type contract pursuant to FAR Part 15, Contracting by Negotiation and FAR Part 12, Acquisition of Commercial Items. provide services of qualified personnel and warehouse facilities to support NPASE in the daily operation of its mission. The contractor shall be responsible for conducting research, providing assessments, and making recommendations regarding all things pertaining to NPASE s approximate 600 line items Table of Allowance (TOA). Services shall include maintaining lifecycle management of all TOA equipment and fabricating, assembling, packaging, storing, and shipping expeditionary imagery kits. In addition, the contractor shall providing training to qualified personnel that are experienced in military PA and who can provide instruction/training on the VI systems in the expeditionary imagery kits. The contractor shall also provide warehousing and logistical support for all PA/VI equipment. The North American Industry Classification System (NAICS) code for this acquisition is 541611 with a size standard of $15 million. The resulting contract will be 5 year ordering period. Year one will be inclusive of a 30 day transition period (starting approximately 25 February 2017). The solicitation and resultant award will include FAR 52.217-8 Option to Extend Services. A complete RFQ package will be available on or about 16 August 2016 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
