- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order, on a sole source basis to Micromeritics Instrument Corporation to purchase the 3Flex multiport surface characterization analyzer which is a fully automated, high throughput gas sorption analyzer designed to measure surface area and pore size distributions from 3.5 to 5000 angstroms by physical adsorption. More specifically, the 3Flex is a gas sorption characterization tool that provides high resolution adsorption/ desorption isotherms for a variety of gases and vapors to understand and advance solid sorbent materials. The features of this analytical system are that it can measure the surface area and porosity of micropore and mesoporous sorbent materials, and also includes kyrpton capability for low surface area materials. In addition, the 3Flex can measure static chemisorption, dynamic chemisorption, heat of adsorption, vapor adsorption and rate of adsorption measurements. From these analyses the 3Flex provides advanced software that is capable of preforming data reduction on user selectable pressure ranges through the graphical interface. The 3Flex can directly model and interpret raw data for BET and Langmuir surface area, t-plot, Alpha S-method, BJH adsorption/ desorption, Dollimore Heat of adsorption/ desorption, Horvath Kawazoe (HK), MP-method, DFT pore size distribution and pore volume interpretation, NLDFT pore size distribution, Dubinin- Radushkevich, and Dubinin-Astakhov analyzes. This is considered a sole source to Micromeritics Instrument Corporation because, to the best of the NETL ™s knowledge and based on market research conducted, Micromeritics Instrument Corporation is the only known source that can provide this type of equipment, especially with the high throughput gas sorption. No known potential alternate sources exist which can satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on August 26, 2016. Responses must be submitted in writing to Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
