Description
PRODUCT DESCRIPTION: The EHP WNS is a trailer style enabler that is mounted on the rear of, and towed by, the Vehicle Mounted Mine Detector (VMMD) Husky. The WNS consists of two banks with two wheels and five hydraulically actuated blades per bank. The blades, which are designed to penetrate the ground, unearth, capture or interrupt the initiation circuit of any buried or surface laid command or tripwire activated improvised explosive devices. THE REQUIREMENT: Army Contracting Command-Warren intends to solicit for 249 each EHP WNS (NSN 2590-01-626-2713). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336992. OBJECTIVE: The objective of this market survey is to identify potential sources that are capable of producing EHP WNS. The planned ordering requirements are as follows: WNS FY 17 48 FY 18 25 FY 19 18 FY 20 80 FY 21 78 GENERAL INFORMATION: This is a request for information only and your response is not an offer. Participation in this survey is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. This notice does not constitute an Invitation to Bid nor a Request for Proposal. This Request for Information does not commit the Government to pay any costs incurred in preparation of any submission(s) to this questionnaire. The U.S. Government will in no way be bound to this information if a solicitation is issued. Because a portion of the market survey is export controlled material, the material can only go to a U.S. business entity or a U.S. citizen. The Government will not release any export controlled material to any firms, agencies, or individuals outside the Government without written permission. Please sign and email the Acknowledgement of Responsibility to Safeguard EHP WNS Export Controlled Material on the following page. EHP WNS Export Controlled Material Acknowledgement Release: The U.S. Government is interested in getting industry response to this market survey regarding the EHP WNS. Because a portion of the market survey is export controlled material, the material can only go to a U.S. business entity or a U.S. citizen. Any U.S. business entity that employs foreign citizens would need to properly safeguard this information so there is no inadvertent export made to a "foreign person." Additionally, the recipient of this export controlled information must acknowledge their legal obligation to respect all applicable export control laws and regulations, must agree to guard the confidentiality of this information by limiting its distribution to only U.S. citizens employed by the company and further, only to those employees who would have a need to receive that information for purposes of responding to the market survey. After the export controlled material is used for the sole purpose of responding to the market survey, the recipient/survey respondent must destroy the technical data and must certify to the Government in writing within 30 days of the destruction that the material has been properly destroyed, indicating the method used. By signing the acknowledgment line provided below, the recipient/survey respondent is legally obligating itself to respect all of these conditions. This acknowledgment will then serve as the request of the prospective survey respondent to receive the export controlled materials and legal acceptance of the distribution restrictions identified above.
