Description
This sources sought announcement is for acquisition planning and market research purposes only, specifically seeking qualified Women-Owned Small Businesses. No formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation (Reclamation), Phoenix Area Office (PXAO) requires consulting services to assist in the resolution of several issues associated with the Law of the Colorado River, the Central Arizona Project, specifically the New Mexico Unit, and the Salt River Project. Technical Consulting services will require the following but not limited to: Consultations on analysis and management of issues related to Law of the Colorado River, the Central Arizona Project, and the Salt River Project. Analyze agreements and contracts and provide a report of findings (i.e. policy, programmatic, budgetary, legal, etc.). Attend Meetings. The anticipated period of performance for this work is for a one-year base and two one-year options. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on Friday, August 19, 2016. Capability statements will be reviewed and considered by Reclamation during the solicitation planning process. Your package should include the following information: 1. Capability statement - showing recent experience and knowledge of water contracting, water law and most specifically, the Law of the Colorado River. Demonstrate the capability of analyzing and drafting documents. Describe working knowledge of applicable legislation, case law, past and present Department of the Interior and Reclamation policy and be capable of applying that knowledge to water rights and contracting issues similar in scope and complexity. 2. Provide your business name, address, point of contact, phone number and email address. 3. Provide your business size & type: Confirm WOSB eligible firm. All firms shall identify that they are women-owned small business in accordance with the size standard for The North American Industry Classification System (NAICS) code being considered for this project, which is 541611 - Administrative Management and General Management Consulting Services and the Small Business Size Standard is $15 Million. 4. The capability statement shall address the offerors ¿ capability to perform under a contract of this magnitude and complexity. Provide a list of ALL RELEVANT projects (projects of a similar size, scope, and complexity of the proposed project are considered relevant), either Government or commercial, performed within the last three (3) years, with a brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e-mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work. The information presented in this announcement does not obligate Reclamation in any manner. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
