- Attachment: Offeror Representations and Certifications - Commercial Items Attachment: Experience Questionnaire Attachment: DOL Wage Determination Attachment: Schedule of Items Attachment: FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JUN2016) USDA Forest Service Flathead National Forest - Spotted Bear Ranger District 10 Hungry Horse Rd Hungry Horse, MT 59919 Winter Pasture for Spotted Bear Ranger District Pack Stock including hay/feed. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-16-0064, issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 89A. This is 100 percent Small Business set-aside and the associated NAICS code is 115210 Equine Boarding, with small business size standard $7.5.million. Quotes are solicited to furnish pasture and feed for an estimated 20 - 35 pack animals for the base year Winter-Spring 2016, with an optional year in Winter-Spring 2017. CONTRACT TIME The contract period will be approximately November 1, 2016 - May 31, 2017 for Item 1. Contract period is approximately November 1, 2017 - May 31, 2018 for Item 2. For both Items, all animals will be boarded in December through April. There would be a portion or all that would be on winter pasture in November and May. BASIS OF AWARD Offer of award will be made to the quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to such factors as price, Contractor experience with this type of work, capability of the offer to meet the Government requirement, and past performance in accordance with FAR 13.106-2. The Experience Questionnaire will become part of the evaluation. See attachment: Experience Questionnaire PREWORK CONFERENCE Prior to commencement of work, the Contracting Officer will arrange a meeting with the Contractor to discuss the contract. SCOPE OF CONTRACT The purpose of this contract is to provide winter pasture for government-owned horses and mules for the Spotted Bear Ranger District, Flathead National Forest, Kalispell, MT. PASTURE The Pasture shall provide a safe environment for the stock and be free of hazards such as downed wire or equipment. Prior to award of contract, the Forest Service will inspect the pasture area. Size: Pasture area needs to accommodate 20 - 35 head of stock. Stock maybe broken into separate smaller herds. The Forest Service will negotiate herd's size, and/or split of animals. Fencing: Pasture to be fenced with solid fencing of 3 strand or better barbed or smooth wire or as approved by the Forest Service. If open range, evaluation will be assessed by the Forest Service prior to award of contract. Location: The pasture is required to be within 200 miles of Kalispell city center. Other Stock: The Forest Service would need to approve in advance, placing government stock with other stock - considerations include total number of animals being pastured together, type of stock (boarding with lots of mares could cause issues in a herd of 20 - 35) current health of other animals, and the vaccinations care of the other stock. FEEDING OF STOCK 1. An open water source or mechanical watering sites shall be available all times. 2. Provide daily grazing or feeding of hay or a combination of the two for approximately 20 - 35 head of stock. 3. Salt is available to animals daily. 4. Daily supplemental feeding of oats or barley or a combination of dry 3-way (oats, barley and corn) for 1 - 5 head of stock along with grazing and hay support. The Government will determine those animals that will need to be in this category due to age, weight and ability to keep weight on. This is reflected in Items 1.2 and 2.2. ACCESS TO STOCK Forest Service personnel shall have access to stock at any time with advanced notice of at least one (1) day. UNLOADING AND LOADING FACILITIES Unloading and loading facilities will be available for a 24 foot stock trailer and standard bed stock trucks requiring an approximately 3 foot high loading dock/ramp and access to a catch pen or corral. DELIVERY & PICK-UP OF STOCK Base Period: Item 1, stock will be delivered from anytime in November, 2016, through December 2, 2016, and picked up between April 27, 2017, through May 19, 2017. Option Period One: Item 2, stock will be delivered anytime in November, 2017, through December 2, 2017, and picked up between April 26, 2018, through May 25, 2018. Actual dates for delivery and pick-up will be coordinated in advance. All the animals (20-35) will be pastured for December, January, February, March and April. There could be a portion or all that would be pastured during November and May. Charges for November and May will be calculated on a perentage of the actual time on pasture for the month. (Example if delivered on the 15 of the month then the government would be billed for 50 % of the month.) If the animal is delivered on November 20, (30 days in November) 30 - 20 days equals 10 days on pasture. The Government will be billed the percent of 10 days/30days= 33% monthly rate). The same will apply for May. This would apply to both items. SITUATIONS THAT REQUIRE NOTIFICATION TO FOREST SERVICE 1 When a horse/mule is sick or injured. 2. If an animal is unable to keep weight on and may require daily supplemental feeding (Items 1.2 and 2.2). 3. If an animal dies. The Government will be responsible for disposal of the carcass. The System for Award Management (SAM), a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Contractors are required to be actively registered in System for Automated Processes (SAM) via https://www.acquisition.gov. For questions concerning registrations, certifications, or assistance with preparing offers, contact the Procurement Technical Assistance (PTAC) and use this website to locate your PTAC assistance office http://www.montanaptac.org/. Ensure NAICS 115210 is entered into SAM profile. In addition to price, contractor shall furnish their contact information including telephone number and email address, DUNS number, and one - three previous customers as business references as their Quote. 52.212-2 Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Contractor experience with this type of work, capability of the offer to meet the Government requirement, and past performance. Contractor experience and capability of offer to meet Government requirement and past performance, when combined, are equally important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 1 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years, 6 months. Permits and Responsibilities The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. Invoice Processing Platform (IPP) The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. These required minimum wages are stated in the attached Register of Wage Determinations under the Service Contract Labor Standards statute. Pursuant to Executive Order 13658, the minimum hourly wage rate required to be paid to workers performing on, or in connection with, contracts and subcontracts subject to FAR Subpart 22.19, is at least $10.10 per hour beginning January 1, 2015, and beginning January 1, 2016, and annually thereafter, an amount determined by the Secretary of Labor.
