Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-04M3-S-16-0093 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. SET--ASIDE: This acquisition is Set-Aside for Total Small Business. All potential offerors may submit a quote for this acquisition. If a minimum of two competitive offers from eligible small business concerns are not received, any awards resulting from this combined solicitation and synopsis will be made on the basis of full and open competition from all responsible business concerns submitting an offer. The NAICS Code is 115310 and small business size standard is 19.0 million. The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, cost or price and other factors considered. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussion with any or all quoters. DESCRIPTION OF WORK: The contractor shall be responsible for providing and supervising sufficient and qualified personnel and acquiring and maintaining all required equipment, tools, materials, vehicles, supervision and other items and services necessary to successfully accomplish this requirement. The intent of this blanket purchase agreement is to provide a complete land scape burn module consisting of a type 2 Burn Boss and complete prescribed burn complement, 5-person hand crew module(s), engine(s), tender(s), and a dozer with transport to assist with prescribed burning. Prescribed burn services may include implementing a government furnished burn plan with the entire burn crew to providing specific modules and/or equipment to provide contingency availability and operational duties such as fire line construction and/or maintenance, fuel modification zone construction, fuels pullback, brushing/lopping/scattering/pruning, ignition, holding/suppression, mop-up and patrol. The Contractor shall provide all services, supervision, equipment and supplies (except those specified as Government furnished), transportation, and qualified personnel (see the List of Attachments Exhibit B) necessary to meet the contract specifications. SPECS/ATTACHMENTS: The performance specifications, Quote Package, Exhibits, Burn Plan, Wage Rate, and required submittals are a part of this solicitation and any resulting contract. CONTRACT TIME: FAR 52.211-10 (APR 1984) Award date to ending period of performance of December 31, 2021. Required pricing shall be submitted on the attached schedule of items. SOLICITATION PROVISIONS AND CONTRACT CLAUSES: (see attached solicitation) A post award conference with the successful offeror may be required for individual call orders. It will be scheduled after the date of award prior to issuance of the notice to proceed. The conference will be held at a mutually agreed upon location. SUBMISSION OF OFFERS: Offers are due August 23, 2016 by 4:30 PST C.O.B.
