- Description
- Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, anticipates issuing a solicitation for a contract to execute for a broad range of paving projects located at Joint Base Lewis-McChord, WA to include Airfield and Roadway Pavements in support of the Directorate of Public Works (DPW) located at JBLM. Work under this requirement consists of a construction, removal, replacement, and repairs associated with roadway and airfield projects at JBLM including removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks and other real property common to roadway and airfield pavements. Work may also include minor "new construction", to include construction of new roads, new sidewalks, or new parking lots. The Contractor shall provide all materials, labor, equipment, tools, transportation, and ancillary items necessary to complete each project from conception to completion. The solicitation will result in the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract containing a 1-year base period and 2 one-year option periods for a total contract period of performance of 3 years. The anticipated performance start date is 1 December 2016. The estimated magnitude of the total requirement is more than $10,000,000.00. Firm-fixed price task orders placed under the contract will be for paving work on JBLM to include the areas of JBLM-Main, JBLM-North, and JBLM-McChord Field. The paving construction projects ranging in value from $50,000 to $5,000,000. The designated North American Industry Classification System (NAICS) code is 237310 Highway, Street, and Bridge Construction, and the small business size is $36.5 million per annum. The solicitation will be issued as a request for proposal (RFP) utilizing FAR Part 15, lowest price technically acceptable source selection process. The Government anticipates release of the solicitation on or around 12 September 2016 with a projected closing date of for submitted proposal of 21 October 2016. As these are projected dates, they are subject to change. The RFP will specify the actual date and time for proposal receipt. Interested potential offerors are responsible for routinely checking this web site for any possible updates on the anticipated RFP. Telephonic requests for the solicitation will not be honored and paper copies of the solicitation will not be provided. When issued, the solicitation and any applicable inspectable plans will be available via the FedBizOpps website, http://www.fbo.gov without charge. The solicitation will provide site visit information, if applicable. Competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Seattle District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) Business Development participants are deemed ineligible to submit offers. Offers from all eligible and responsible 8(a) sources will be considered.
