- The pre-solicitation notice for this acquisition was posted on July 28, 2016 as Solicitation No. P16PS02328. The Department of the Interior, National Park Service, Washington Contracting Office, is soliciting proposals on a 100% Small Business Set-Aside basis to all small business firms having the capability to perform the work described in the solicitation. Solicitation documents are attached to this notice. Paper copies of the solicitation and associated documents will not be made available. Instructions for proposal submission are included in Section L of the solicitation. Evaluation Criteria are included in Section M of the solicitation. The NPS intends to award a Firm Fixed Price type contract as a result of the solicitation. If awarded, award will be made to the offeror whose proposal represents the best value to the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Title of Solicitation: Rehabilitate Admin Roads at Shenandoah National Park Solicitation Number: P16PS02569 Estimated Magnitude of Construction: $250,000-$500,000 Prospective Offerors must be registered with the System for Award Management website and complete representations and certifications at https://www.sam.gov. Offers received from Other Than Small Business concerns shall not be considered or evaluated. The solicitation including all related documents will be posted to fbo.gov and fedconnect.net. It is the contractor's responsibility to check the government point of entry daily for any changes to the solicitation. The NAICS code is 237310, Highway, Street, and Bridge Construction, the size standard is $36.5M. This project is subject to Davis Bacon Act wages. All work must be complete by October 31, 2016. There will be a site visit. Prospective offerors are encouraged to visit the site and attend one of the scheduled site visits. The site visits are scheduled for August 24, 2016 and August 25, 2016 at 10:00 a.m. local time. All parties that wish to attend the site tour must notify Richard Burns at 303-987-6988 by Tuesday, August 23, 2016. Please refer all questions to Richard Burns, Contract Specialist, at richard_burns@nps.gov, with a copy to the Contracting Officer, Marian Gordon, at marian_gordon@nps.gov. All correspondence and submissions shall be in writing only emailed directly to the Contract Specialist with a courtesy copy to the Contracting Officer cited in this notice. Phone inquiries, other than those for scheduling site visits, will not be responded to. The last day for submission of questions is Tuesday, September 6, 2016. Contractors are encouraged to offer their most advantageous/best proposal not later than 4:30 p.m., EDT, September 12, 2016. Offers not received by the suspense date/time will not be considered for evaluation or award.
