- The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region IX Pacific Area Office (PAO) is issuing this Request for Information (RFI) in accordance with FAR reference FAR Part 36 Construction and Architect -- Engineer Contracts to obtain responses from members of the development community, local and state jurisdictions, and other interested parties, that are interested in wallpaper removal/aesthetic upgrades (per the SOW) of the FEMA Pacific Area Office, located at 546 Bonney Loop, building 520, Fort Shafter, Hawaii 96858. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. The government estimate is in the price range of $95,000 - 105,000, Contractors will be asked to submit their best and final offer after the site visit (government estimate is for informational purposes only). Instruction to Contractors: When responding to this RFI, clearly label all proprietary information, delivery or capabilities for planning purposes and any other limitations on disclosure. Please limit your entire response to no more than 20 pages, including attachments. It is not the intent of FEMA to publicly disclose vendor proprietary information obtained during this market research effort. To the full extent that it is protected pursuant to the FOIA and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. The Department of Homeland Security, Federal Emergency Management Agency is issuing this Request for Information (RFI) to obtain responses from members of the development community, local and state jurisdictions, and other interested parties, that are interested in a remodeling of the Pacific Area Conference Room, located at 546 Bonney Loop, building 520, Fort Shafter, Hawaii 96858. NAICS and PSC: The anticipated Classification code - Y, Construction of Structures and Facilities and the North American Industry Classification System Codes (NAICS) for this requirement is 236220, Commercial and Institutional Building Construction. This Sources Sought Synopsis is requesting responses to the following criteria from all sources or small businesses that can provide the required services under the above NAICS Code. Set Aside Concerns: To assist FEMA Region IX, PAO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Site visit and POC: The date for the site visit will be August 25, 2016 at 10:00 am HAWAII to assess the PAO remodel. Vendors are only authorized to visit this location on the date specified. Interested vendors shall email their contact information to andrea.brunsman@fema.dhs.gov no later than 2:00 pm PACIFIC 8/19/2016. Please submit, via email any questions you wish to have answered at the site visit to andrea.brunsman@fema.dhs.gov by 2:00 pm PACIFIC on 8/19/2016. All questions will be answered on day of site visit.
