- The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Groundwater monitoring and well sampling as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and/or services. The contractor shall perform to the standards in this contract.5.0 General: The Contractor shall ensure all employees, vendors, partners, and subcontractors requiring access to YPG are U.S. Citizens. 5.1 Task #1 - Kickoff Meeting: The Contractor shall create an agenda and present it to USACE and YPG two weeks before the scheduled meeting. 5.2 Task #2 - Work Plans and Other Documents: The Contractor is responsible for providing the following: 5.2.1 Adapt the existing Accident Prevention Plan (APP) and the Site-specific Safety and Health Plan (SSHP) from the MTF Open Burn/Open Detonation (OB/OD) South Pad Closure Contract to cover this project. 5.2.2 Milestones and Activity-based Project Schedule. Utilize Microsoft Excel or Portable Document Format (PDF) of a Microsoft Project. USACE and YPG do not have Microsoft Project software installed on Government provided computers. 5.2.3 Project Management Plan and Technical Management Plan. 5.3 Task #3 - Contractor Training: The Contractor shall complete the required training for OPSEC Training, 4 hours; Foreign Disclosure Training, 4 hours; Range Control Training, 2 hours. This training includes prime Contractor employees and those of any subcontractor employees involved in this project. 5.3.1 Additional Training may be identified in Attachment C - Antiterrorism (AT) and Operations Security (OPSEC) Requirements, identified by an asterisk to the left of any numbered paragraph. 5.4 Task #4 - Fieldwork: A two-member sampling team (Field Team Leader and Field Technician) and one UXO Technician III for job site clearance and safety. All contractor personnel require HAZWOPER, and a minimum of two personnel require Adult First Aid, CPR and AED training. 5.4.1 The Contractor shall provide for the collection of depth-to-groundwater measurements in two on-range groundwater monitoring wells (MW1 and MW3). Following depth measurements, the Contractor shall purge wells MW1 and MW3 using dedicated pumps. The Contractor shall collect samples from wells MW1 and MW3 in accordance with the "Groundwater Monitoring Plan for the Munitions Treatment Facility (Parsons, original dated September 2010); Revised by YPG-ESD, May 2014. 5.4.2 The Contractor shall replace the existing electric submersible pumps with a 3 inch Grundfos Model 5SQ or a 4 inch Grundfos Model SP-5S, or an approved Equal brand of submersible pump in the one horsepower range running on 230 volts, single phase. Original Pump needs to be replaced due to overheating and clogging issues. 5.5 Task #5 - Sampling Report: The report shall include tables, graphs, text, and analysis - with an Arizona Department of Environmental Quality (ADEQ) accepted Final Report. The report shall be due before December 31 of the year sampling is completed in at least a draft-final edition with comments received from ADEQ. The 2013 report shall be used as a template. A Draft version of the Sampling Report shall be available for USACE and YPG review before September 30th of the year sampling is completed. 5.6 Task #6 - CMRA Reporting (See Section 4.5) 5.7 Optional Task #7 - Research and Develop an Alternative Sampling Strategy and Equipment: Using the best available technology, the Contractor shall determine alternative equipment and sampling methodology for both monitor wells in an effort to reduce costs, improve readiness, and reliability. Detail technology best suited for the long term management for the MTF demonstrating benefits, costs, cost-savings, etc. Assume 40 pages, including several fold-out pages, with color charts, tables, and graphs. 5.8 Optional Task #8 - Develop a new DoD compliant Uniform Federal Policy - Quality Assurance Project Plan (UFP-QAPP) from the existing Sampling and Analysis Plan (SAP).
