- AMENDMENT #1 PLEASE SEE ATTACHED INFORMATION REGARDING REQUIREMENTS FOR THE SITE VISIT PLEASE READ ALL REQUIREMENTS CAREFULLY BEFORE RESPONDING TO THIS ANNOUNCEMENT. PROCUREMENT METHOD: MARKET SURVEY POSTING: The purpose of this Market Survey is to provide advance notice to Industry that the FAA plans to procure a contractor for the major mechanical renovation at Palmdale, ZLA. In accordance with the Federal Aviation Administration ™s Acquisition Management System, 3.2.1.2.12 (FAAAMS), the Northwest Mountain Region is seeking competent and qualified Contractors interested in providing offers for the major mechanical renovation at Palmdale, ZLA The work is at a critical facility that must remain operational 24 hours a day 7 days a week. The Contractor must not interfere with or disrupt air traffic operations. The work shall not discharge static electricity, damage, or interfere with other equipment at the facility, and shall not compromise security. SUMMARY OF WORK: The work includes the abatement of hazardous materials (asbestos and lead containing coatings) in the ARTCC Control Wing's Basement, and demolition of and/or upgrades to existing partitions, ceilings, finishes, fixtures and appurtenances in the project area. The Work also includes demolition of Mechanical (HVAC), Plumbing, and Electrical power and lighting systems, equipment, and distribution components, both in the Control Wing Basement and outside at the Cooling Tower Plant. ESTIMATED DOLLAR VALUE: Between $5,000,000-$10,000,000. BUSINESS TYPE PARTICIPATION: It is anticipated that a tiered evaluation will be used in the source selection giving priority as follows: a) Tier 1: Small businesses including 8(a) contractors. b) Tier 2: Other-than small businesses and responsible, competitive offers from the previous c) Tier 3: Service Disabled Veteran Owned Small Business d) Tier 4: Large Businesses Other-than small businesses and Small Businesses are encouraged to participate in the Market Survey since information provided in this Session are beneficial for both the Government, Industry and ultimately, the project. If more than two interested offers are not received in any tier, then the next tier will be considered. All other requirements will be included in the scope of work. The following criteria will apply: 1. The offeror must have the financial resources to sustain all contract activities. 2. The contractor MUST be registered in the System for Award Management (SAM) All interested vendors are advised that the FAA will not pay for any information, travel or any administrative costs incurred that are associated with any response received from industry in response to this Pre-Proposal Conference. Therefore, any costs associated with vendor's Pre-Proposal Conference submissions will be solely at the interested vendor's expense. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for costs incurred in responding to this announcement. ADDITIONAL INFORMATION: This announcement is not intended to guarantee procurement of any services, and shall not be construed as a commitment by the Government to enter into a contract. This notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individual, and women owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
