Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, reference number N39430-16-Q-1848 is being issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 20005-89. This procurement is being solicited as a full and open competition. The NAICS code for this solicitation is 334511. This solicitation will be awarded using Simplified Acquisition Procedures (SAP) outlined in FAR part13. The NAVFAC Engineering and Expeditionary Warfare Center (EXWC) in Port Hueneme, California, intends to issue a Firm Fixed Price (FFP) purchase order as a competitive acquisition. Interested sources are encouraged to submit a quote. All information shall be furnished at no cost to the Government. The Navy Geothermal Program Officer (GPO) requires the following to be purchased: CLIN 0001 “ Seismic Sensor Quantity: 3 Unit of Measure: Each Description and Specification: The contractor shall provide seismic sensors as specified, for replacement of three (3) malfunctioning seismic sensors within the Coso geothermal seismic network. Specification: The sensors must be 3-component, 4.5 Hz, and high sensitivity (higher than 70 V/m/sec). Diameter of the instrument shall be less than 3.5 inches. Each sensor shall work with a 350-foot signal cable and the connection must be compatible with the GPO ™s current RefTek digitizer: model 130S. Both sensors and cables must be waterproof and capable of sustaining temperature range: from -20 degrees Celsius to 85 degrees Celsius. New equipment only is acceptable. A remanufactured or ˜gray market ™ sensor or component of sensor does not conform to the specification of the GPO. Delivery shall be no later than sixty (60) days from effective date of purchase order. Packaging and Marking for delivery: Packaging shall be in accordance with customary practices for this commercial item. Package shall be marked with the Purchase Order number, which will be: N39430-16-P-1848. Note: Partial shipment/partial payment is not acceptable. Failure to mark each shipping label and packing list as indicated in the paragraph above may result in return of shipment at your expense, or cause a delay in invoice processing. Shipping must be free on board (FPB) destination CONUS (Continental United States of America), which means the seller must deliver goods on its conveyance at the destination specified by the buyer. Also, the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The FAR and DFARS provisions and clauses applicable to this procurement are incorporated into the attached solicitation (RFQ). Preparing an Offer (Quote): The provisions of FAR 52.212-1, Instructions to Offerors, applies to this procurement. ALL QUOTES SHALL INCLUDE: a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ”Commercial, as notification of representations with their offer. The representation and certification information may be found in the System for Award Management (SAM). All offerors must be registered in SAM. The SAM registration requirements may be viewed via the Internet at https://www.sam.gov and offerors may also call the SAM help desk at 1-888-227-2423. Offerors may submit questions regarding the solicitation, bearing in mind that the earlier a question is submitted the greater the likelihood that it can be responded to prior to the closing date of the solicitation. Submittal of questions shall be via Email only, to the following address: dulce.setterfield@navy.mil. DUE DATE AND TIME FOR QUOTES: Quote must be received at dulce.settterfield@navy.mil by 11 AM Pacific Time Zone (1100 hours) no later than Monday, August 29, 2016. Submittal of Offer (Quote): ALL QUOTES SHALL BE SUBMITTED BY EMAIL. Offer must be signed and dated. The Government network does not allow for receipt of zip files in response to this solicitation. Quote must be transmitted via Email to Dulce Setterfield at the following address: dulce.setterfield@navy.mil. Evaluation Procedure to be used: Under FAR part 13, the contracting officer has broad discretion in fashioning suitable evaluation procedures as provided in FAR 13.106-2 (b). Therefore: after determining conformance of an offer with the specifications in the solicitation, the contracting officer will select the successful offeror by lowest price, with price as the sole factor established for evaluation. The Government will evaluate the price quote for reasonableness, based on the total price as provided in the quote. FAR 13.106.3 includes additional information a contracting officer may use as appropriate, as a basis for reasonableness. If two or more offers are tied for lowest price, the contracting officer will then select amongst those offers as follows: she will identify a salient feature suitable to the user (the GPO) as a readily discernible value indicator and determining best value to the Government on that basis. The offeror selected in accordance with the procedure above must be determined to be a responsible offeror for an award to be made to that party by the contracting officer. Past performance is not a formal evaluation factor but may be identified as a salient feature, as a tie-breaker. Notice of award or acceptance of offer: A written notice of award or acceptance of offer, transmitted by Email or otherwise furnished to the successful offeror within the time specified for the offer, shall constitute a purchase order without further action by either party. Planned date of award P Anticipated date of award: on or about September 20, 2016 and no later than September 30, 2016. Contract administration data, including invoice instructions, will be provided with award: For payment purposes, invoices shall be submitted electronically, using Wide Area Workflow (WAWF).
