Description
Notice of Intent - The U.S. Department of Agriculture, ARS, WBSC intends to award a sole source procurement to: Hach Company, 5600 Lindbergh Drive, Loveland, CO 80539 for a Lachat Quickchem 8500 series 2 system. This system features high sample throughput and simple but rapid method changeover. The QuikChem Flow Injection Analysis system maximizes productivity in determining ionic species in a variety of sample types, from sub-ppb to percent concentrations. It has over 500 methods for environmental, agronomic and industrial applications, including USEPA accepted and equivalent methods. The QuikChem 8500 Series 2 is the latest update to the Lachat QuikChem Flow Injection Analysis platform. The USDA, ARS-CGPRS, located at 40335 County Rd. GG, Akron, CO 80720 currently owns an existing Lachat auto analyzer. Hach Company is the sole provider of the Lachat auto analyzer. The USDA, ARS requires the QuikChem 8500 series 2 system to use on our currently owned Lachat auto analyzer. The Hach company is the only company that sells Lachat instruments. The auto-sampler and pump we currently own and plan to use with the updated manifold and software are not compatible with other instruments. Thus, by updating our existing Lachat auto analyzer with the Lachet QuikChem 8500 series manifold & software this will continue to keep already owned government equipment in operation for a longer period of time which will save the government more time, resources and money. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award a firm fixed price purchase order on or about August 29, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:30 p.m. Central Standard Time, August 26, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
