- The Marine Corps Systems Command, Quantico, VA has a requirement for instructional support services at Expeditionary Warfare Training Group Pacific (EWTGPAC), Coronado, California; Expeditionary Warfare training Group Atlantic (EWTGLANT), Little Creek, VA; Marine Detachment (MARDET), Fort Sill, Oklahoma and locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) which include but is not limited to Camp Pendleton, California (CPCA); Camp Lejeune, NC (CLNC); Twenty-nine Palms, CA; Kaneohe Bay, Hawaii; and Okinawa, Japan in support of the Training and Education Command (TECOM), Marine Air Ground Task Force (MAGTF) Training & Education Standards Division (MTESD). This request for proposal is 100% set-aside for small business. The resulting contract will be an Indefinite Delivery/Indefinite Quantity contract with an ordering period of 60 months from date of award. Contract award determination will be made using the Best Value Tradeoff process in accordance with FAR Subpart 15.101-1. This request for proposal M67854-16-R-7901 is intended to be released on or about 26 August 2016. The NAICS code is 611430, Professional and Management Development Training and the Small Business Standard is $11 Million. The scope of this effort includes providing instructional support services to teach Joint Forward Observer (JFO) courses, Tactical Air Control Party courses, and to provide Program of Instruction (POI) and Scenario Management support services. Instructional services include the delivery of instruction including platform and field instruction, and simulation exercises that replicate live training events or scenarios. POI and scenario management services includes updating existing POIs, and mission scenarios, incorporating changes resulting from doctrinal reviews, Course Content Review Boards (CCRBs), and Tactics, Techniques, and Procedures (TTPs). Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto.
