- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to University of California, Santa Cruz, MS: Engineering, 1156 High Street, Santa Cruz, California 95064-1077 to provide both data analysis and develop a prototype tool for alignment of familial relations. This is a Follow-On Requirement Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The Social Network Methods Section (SNMS) of the Social and Behavioral Research Branch of NHGRI is dedicated to examining the role of social relationships on health outcomes through the development and testing of social network-based health interventions, particularly in the context of families with inherited diseases. Behavioral science within medicine, and too often in public health, has focused primarily on the individual without due consideration of the social context within which risk communications and health behaviors occur. Current public health mass media and other communication approaches continue to treat individuals as though they behave in isolation, without regard to the social and cultural barriers, motivations or pressures that they encounter in their environment. Many well-intentioned interventions that treat individual health behaviors as separate from the social context have been largely ineffective, and many of those that have become more ecological in their effort to address the social environment have been concentrated in institutional settings such as schools and worksites rather than in families. Purpose and Objectives : The NHGRI Social Network Methods Section (SNMS), Project RAMA study aims to investigate how the social and cultural context of families influences communication about their familial risk for common, complex diseases, how this risk communication affects beliefs and attitudes about disease, and how families develop strategies to address their health risk behaviors. The University of California, Santa Cruz will provide both data analysis and develop a prototype tool for alignment of familial relations using data from the Project RAMA protocol, "The Role of Family History and Culture in Communal Coping within Mexican American Families" (Protocol #07-HG-N140). A challenging aspect of this problem is the ‘open world model', which involves determining when a match exists within the system, versus when a new individual has been identified. Deliverables will include a report describing data properties and the data analysis algorithms developed and a prototype tool for aligning data of this type. Contractor Requirements : The Government is requesting to continue procuring a contract with Dr. Lise Getoor on behalf of University of California Santa Cruz to analyze complex network data from the Project RAMA protocol: "The Role of Family History and Culture in Communal Coping within Mexican American Families" (#07-HG-N140) and develop a prototype tool for alignment of familial relations in the "open world model. UCSC in conjunction with Dr. Getoor have the knowledge, understanding and experience to analyze the complex relational data that the Social Network Methods Section (SNMS) produces. The prototype for alignment of such data will facilitate future data collection and analysis, as well, saving time and expense related to additional research protocols. UCSC has already performed existing work on the protocol and with the University and Dr. Getoor's scientific research knowledge; this will ensure this protocol study does not result in any disruption. Procurement: 1. A comparison and evaluation of baseline alignment methods developed in year 1 and 2 with new algorithms that vary the weights relations; 2. A prototype tool for aligning data of this type; 3. Development of new alignment algorithm using probabilistic soft logic (PSL); and 4. A comparison and evaluation of the baseline and PSL alignment methods. Contractor Deliverables : Deliverables will include a report describing data properties and the data analysis algorithms developed and a prototype tool for aligning data of this type. 1. An analysis of the data properties: overall characteristics of the survey data set, highlighting aspects relevant to network-based alignment of the data. 2. An alignment of the data set, and evaluation of the alignment. 3. A prototype tool for aligning data of this type. 4. Research related to this form of ‘open world' alignment. Period of Performance : September 30, 2016 through September 29, 2017 Place of Performance: The work will be performed at the University of California Santa Cruz campus, as well as the National Institutes of Health campus in Bethesda, MD, as necessary. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except in Biotechnology) and the small business size standard is 1000. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
