- GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Solicitation for Wolf Turbo Fladry for the Klamath Falls Fish and Wildlife Office (KFFWO) - Klamath Falls, OR. THE WORK CONSISTS OF: - Contractor shall supply three (3), one-mile spools of turbo fladry. Turbo fladry shall be constructed of 3 ¿ x 19 ¿ red flags cut from 420D nylon fabric, sewn on with thread to NITRO 9 Poly-Wire (or equivalent), at 18 ¿ apart. Upon assembly completion, turbo fladry shall be rolled onto spools and delivered as specified. - Salient and performance characteristics of an `or equivalent ¿ are the wire shall be constructed for livestock and outdoor use, superconductive (i.e. able to be electrified), contain nine strands of copper and steel (for conductivity and strength), be highly-visible and have ultraviolet (UV) protection. EVALUATION: Award will be made to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Offerors shall demonstrate the effectiveness of their product in deterring gray wolves from livestock. To demonstrate, offerors shall provide correspondence (i.e. email / letter) from a Federal or State Agency responsible for managing gray wolves. Correspondence shall reference the submitted product and state the effectiveness of it in deterring gray wolves from livestock. Correspondence shall also provide the signer ¿s name, phone number and email address. - Offerors shall indicate if their turbo fladry will be available for delivery or pick-up. - If providing an equivalent (i.e. substitution) for brand name products, offerors shall provide technical specifications and other relevant product information with their quote. Information shall demonstrate that the products meet or exceeds the salient and performance characteristics stated within the statement of work. Refer to FAR Provision 52.211-6 for additional information. Offerors shall refer to FAR Provision 52.212-2 for additional information. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on August 03, 2016, with a quote due date of August 10, 2016. In order to view these documents, prospective offerors are required to self-register their firm with FBO (Go to http://www.fbo.gov and Register Now under Vendor / Citizens). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date will be on or about August 12, 2016. The delivery date of the resulting contract will be 8 weeks after receipt of order (ARO). This is an 100% small business set-aside procurement. The applicable NAICS code is 339999 (All Other Miscellaneous Manufacturing) with a small business size standard of 500 Employees.
