Description
THIS IS A Sources Sought Notice ONLY. The Department Of Veterans Affairs (VA) Office of Information & Technology VA Records Center and Vault desires to procure Records Destruction Services on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the VA will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 562219 Other Nonhazardous Waste Treatment and Disposal, and size standard $38M. A brief synopsis of the required services is provided below: The VA Records Center and Vault (RCV) requires contractor support to destroy by incineration up to 11,000 cubic feet of expired records residing in 12"x15"x10" corrugated boxes weighing approximately 30 lbs. each. The box exterior surfaces and interior contents contain protected health information (PHI), personal identifiable information (PII), and VA sensitive information that is required by federal law to be destroyed beyond reconstruction and readability. The materials to be destroyed include corrugated fiberboard, paper documents secured inside pressboard folders and three-ring binders, and/or held together with various types of metal/rubber/plastic fasteners. Also mixed with the paper records are small quantities of electronic storage and film media that include CD/DVDs, floppy disks, VHS tapes, microfiche strips and reels, etc., secured inside various plastic/metal/Tyvek/paper cases, sleeves and holders. Destruction shall occur at the Contractor's facility. Secure transportation of records shall be provided by the Government to the destruction site. Destruction must be witnessed by the Contracting Officer's Representative (COR) or other designated VA Records Center and Vault (RCV) employees. All contractor resources shall be legally authorized to work in the United States. The Contractor shall be capable of meeting the terms and conditions of a VHA Business Associate Agreement. Work shall be performed at a single facility selected by the Contractor that meets the requirements of this Performance Work Statement (PWS), and that is within a 400-mile radius (single day's drive) of the RCV facility located in Neosho, Missouri.
