Description

Sole Source Justification The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Solomon Park Research Laboratories, Inc. for the purchase of human serum pools. The serum pools will assist the laboratory in assessing lipid concentration and calibrating assays used in routine patient care. In addition, the serum pools will assist the laboratory in performing standardization activities in furtherance of the Lipid Standardization Project and Cholesterol Reference Method Laboratory Network at the Clinical Chemistry Branch. The pooled units are collected from serum pools totaling 1,400 aliquoted vials with assigned values for total cholesterol and high density lipoproteins at 130 mg/dL and 40 mg/dL, respectively. The serum pools are collected from units of whole blood, resulting in serum that is commutable across multiple methods for the measurement of serum proteins and lipids. Finally, the single donor serum units are collected off-the-clot on ice to minimize enzymatic degradation or alteration of serum units, without the addition of anticoagulants, additives, or stabilizers. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
