- Revised PWS per Q&A posting 1) Referencing, page 1 of the RFQ, section 1.0 State Role: Please explain "state will cover costs for contractors". Does this mean if the contractor is tasked to cover a story about an SED that there would be a need to submit an invoice for work performed to the state of Missouri? The statement - "state will cover costs for contractors" is included in the contract by error. It has now been removed, see attached revised PWS. 2) Referencing page 1 of the RFQ, section 2.1.1: Is the total running time for the episode 30 minutes? The previous contract episode total running times were 26 minutes, filling a 30 minute TV spot and allowing 4 minutes for station promotions and/or advertisements. The contractual agreement is to produce a 30 minute TV program, the specified 30 minutes will vary to include segments, possible spots and promotions and/or advertisements. 3) Referencing page 4, section 3.1.12: Will the government provide a space at the Ike Skelton Training Site to film TAG and Host Segments? Yes, when host and TAG filming is conducted at ISTS the organization will provide space where the contractor can set-up and tape the TAG and HOST segment. 4) Referencing the CLIN's: CLIN 7, Contractor Manpower Reporting, please assist in clarifying how to price this line item. Is it the hours to compile the data and submit the report? CLIN 7 Contractor Manpower Reporting is an Army Requirement for Service Contracts. It must be completed NLT 30 September the Fiscal Year of the Services. This a firm fixed priced contract. You can either price the CLIN for the amount of time it would take you to complete the Report or the "norm" for most vendors is to price it as tiny_mce_marker in their quote and in the contract it would be a "not separately priced" CLIN. This means it is still a contract requirement just not priced individually. 5) Referencing the CLINs: Will the contractor be able to submit invoices for services performed before the episode is approved and delivered? For example, On month 1 of the contract, October 22nd. The awarded contractor can submit the invoice once they fill the entirety of the CLIN is complete, however the government cannot accept the services of the CLIN until it is fully complete.
