- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA250-16-Q-0469 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This is full and open competition with no set aside and the associated NAICS code is 339112 and small business size standard is 1,000 employees. The requirement is of the purchase of ninety six (96) suction regulators. See attached statement of work for description and requirements. Delivery location is Louis StokesVA Medical Center, Cleveland, OH and shall be FOB destination. Pick-up and delivery services required within two days of date of contract award. This announcement constitutes the only solicitation; a formal, written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-72. EVALUATION PROCEDURES: The Government will select the best overall offer based on price and the offeror ability to meet the requirements specified in this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation will be the most advantageous to the Government in accordance with the requirement. Contract Title. Suction Regulators 3. Background. VA Cleveland Medical Center patients requires a variety of medical devices (chest tubes, nasogastric tubes, Yankauer, etc.) that remove secretion/fluids from the patient's lungs, pleura, stomach, mouth, and drains. These devices must attach to a suction regulator for continuous or intermittent removal. 4. Scope. In an effort to standardize nursing care across the VA Cleveland Medical Center, we are pursuing the purchase of ninety six (96) suction regulators. The suction devices would provide continuous or intermittent suction in one device. Currently, the organization has a very limited supply of this dual function device which often does not meet the patient demand. The proposed device allows for flexibility in suctioning such as intermittent mode for NG tubes, continuous suction for removal of secretion from trachs, etc. This device must be adaptable and can be connected to the present head wall in the patient's room, for easy access and use. We are recommending the purchase of the Boehringer Suction Regulator Model #3804 which has a full 12 year warranty, and can be sterilized when fluid intrusion occurs. 5. Specific Tasks. The suction regulator must be able to provide the following features; provide continuous or intermittent suction in one device, can be adapted and connected to the present head wall in the patient's room, sterilizable, easy access and use, have a 12 year warranty. 5.1 Task 1 - Enterprise Management Controls. If any unit is not working properly, PCS/Nursing Service will notify the vendor and Logistic Service about the problem. 7.
