Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The intent of this notice is to identify potential offerors capable of performing the services. The Solicitation Number for this announcement is N40085-16-R-2815; Naval Facilities Engineering Command Mid-Altantic (NAVFAC MIDLANT), Public Works Department (PWD) Crane, Indiana is currently seeking potential sources for an Indefinite-delivery/indefinite-quantity (IDIQ) type contract for accomplishment of snow plowing of paved and gravel roads and parking lots at the Naval Support Activity (NSA Crane), Crane, Indiana. This work is currently being performed by Government forces. The purpose of this sources sought is to identify potential offerors interested and capable of performing this work. A solicitation is currently not available. If a determination is made to contract the services, the earliest the solicitation would be available is the spring of 2017 for work to commence in the winter of 2017 / 2018. It is anticipated that the contractor shall provide all labor, equipment, tools, supplies, transportation, supervision, quality control, and management necessary to perform snow plowing of approximately 156 miles of paved roads, approximately 150 miles of gravel roads, and approximately 80 acres of parking lots at the Naval Support Activity (NSA) Crane, Indiana. The contractor would be required to provide salt and sand, which would be required to be stored off-site. In the past, approximately 2,500 tons of salt has been used during each snow season on average. Primary roads, emergency response areas, and residential areas are designed as priority 1. The remaining roads and parking lots are designed as priority 2 and will be cleared when the precipitation has stopped and all priority 1 roads are clear. Snow removal must be accomplished in a timely manner order to prevent hazardous conditions. Pre-treatment of roads will be performed by Government personnel. For security purposes at NSA Crane, all trucks, equipment, and material deliveries shall enter through the Crane Gate, located at the East end of State Highway 558. The term of the contract would be for a base period of twelve months and four (4) 12-month option periods to be exercised at the Government ™s discretion. Applicable NAICS Code for this solicitation is 561790 Other Services to Buildings and Dwellings. The Small Business Size Standard is $7,500,000.00. Under Federal Acquisition Regulations (FAR) guidelines, the prime contractor must perform at least 50 percent of the cost of the contract performance incurred for personnel shall be expended with its own employees. Sources are sought from any offeror interested and capable of performing these services. Please provide the following information: (1) a positive statement of your intention to submit an offer as a prime contractor should a solicitation be issued for this work; (2) evidence of experiences in the past three years in work similar in type, size, scope, and complexity to include contract numbers, project titles, dollar amounts, and points of contact, along with telephone numbers; (3) Type of business: Indicate if your company is an 8(a) firm with a bona fide place of business located in Small Business Administration (SBA) Region V geographical area serviced by Indiana, Illinois, Ohio, Michigan, Minnesota, and Wisconsin SBA District Offices; a Service Disabled Veteran Owned Small Business (SDVOSB); a Historically Underutilized Business Zone (HUBZone) concern; a Woman Owned Small Business (WOSB) concern; an Economically Disadvantaged Woman Owned Small Business (EDWOSB); small business; or a large business; (4) describe your partnering, teaming or joint venture intentions; and (5) describe specific portions of this type of effort your company intends to subcontract.
