- Request for Proposal Exhibit D Exhibit C Exhibit B Exhibit A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and the United States Patent and Trademark Office Acquisition Guidelines (PTAG) Part 6-USPTO Specific Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DOC52PAPT1600014 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. Attached please find the official combined synopsis/solicitation of the United States Patent Office (USPTO) requirement for USPTO Full Classification Services. This acquisition is being conducted using Best Value trade-off methodology where technical factors are significantly more important than price. In an effort to facilitate communication between large and small business regarding subcontracting opportunities, a Vendor Matchmaking Session for this requirement will be held on Monday, August 22, 2016 from 10am-12noon on the USPTO campus in Alexandria, VA. Participation is strongly encouraged but will not in any way impact proposal evaluation. The format will be such that each large business has a table and the small businesses have an opportunity to visit the tables to exchange information and share their capabilities. Small businesses should come prepared with a written capability statement to provide to the large businesses. All vendors interested in this event MUST pre-register via e-mail in order to attend. Attendance is limited to two (2) representatives per company. To register, please e-mail Claire.rotruck@uspto.gov no later than 3:00pm Thursday, August 18, 2016 with your company name, business size, and the name and e-mail address for your 1-2 attendees. In the event that we reach room capacity, reservation will be cut-off. Thus, it is on a first come first serve basis. Your registration is not confirmed until you receive a confirmation e-mail which will include the building address and any other logistics information. All communications concerning this solicitation, including any of a technical nature, shall be referred to the Contract Specialist. All questions shall be submitted electronically to Claire.Rotruck@uspto.gov by 10:00am EST, no later than August 25, 2016. The Government may not consider questions received after this date. All Questions & Answers will be provided as an amendment to this solicitation. The Government anticipates award of a performance-based Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government may award multiple contracts per CLIN if it is determined to be in the best interest of the Government to do so. Award by CLIN may be made, and offerors may bid on some or all contract CLINs (with the EXCEPTIONS that (a) CLIN #001 and CLIN #001A must be bid together; and (b) CLIN #002 and CLIN #002A must be bid together). An Offeror shall submit a maximum of one (1) fully compliant proposal in response to the solicitation. In an Offeror submits more than one (1) proposal, all proposals will be returned without evaluation since the USPTO would have no basis upon which to determine which of the proposals the Offeror desired to have evaluated. Proposals shall be received by the USPTO in accordance with the solicitation no later than September 15, 2016 by 11:00am EST. The proposal must be signed by an official authorized to bind the Offeror, and it shall contain a statement to the effect that the proposal is firm for a period of at least 120 days from the established due date. This solicitation does not commit the Government to pay any costs incurred in the submission of proposals or to contract for the supplies/services. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
