- This is a Small Business Sources Sought notice. The NAICS code for this Small Business Sources Sought notice is: 519120. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must provide a capability statement that displays the following: (a) Microsoft Word or PDF file in 12 point font; (b) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code); (c) Technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; (d) Staff expertise, including their availability, experience, and formal and other training; (e) Current in-house capability and capacity to perform the work; (f) Prior completed projects of similar nature; (g) Corporate experience and management capability; and (h) Examples of prior completed Government contracts, references, and other related information. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 6 pages (excluding attachments.) The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). -------------------------------------------- DRAFT Statement of Work STATEMENT OF WORK 1.Title: Archival services for the Archives and Modern Manuscripts Program, History of Medicine Division, National Library of Medicine. 2.Background: The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is service to the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM holdings include more than 5 million items in over 70 languages from virtually every country in the world. The NLM's History of Medicine Division (HMD) maintains a pre-eminent collection of the world's published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 18,000 linear feet of modern manuscripts, 10,000 historical audiovisuals, and 150,000 historical prints and photographs. 3.Objectives: The focus of this procurement is to acquire part-time professional archival services for the purpose of processing selected collections within the Archives and Modern Manuscripts holdings. The proposed activity will result in fully processed personal and organizational collections and the creation of finding aids for those collections for addition to the History of Medicine Division's archival and manuscript collections. The proposed activity will ensure the proper preservation and description of a portion of HMD's unique archival resources and facilitate access to and use of these resources. Processing priorities have been established by the Contract Officer. 4.Contractor requirements: The contractor shall provide a wide range of professional archival skills required for processing unique archival materials. These skills relate to physical and intellectual processing such as collection appraisal, processing, re-housing, and finding aid creation. The final products will include fully processed collections as defined by Archives and Modern Manuscripts (AMMP) policy, to wit: item-level processing, arrangement and description; removal of corrosive fasteners; performing needed preservation actions; re-housing items into proper archival enclosures; description of collections' physical and intellectual contents. The contractor will also provide a written narrative featuring Biographical Sketch and Scope and Content information as necessary, as well as detailed box and folder listings, in print and electronic form compatible with NLM's computer operating environment. The archivist will perform these tasks according to accepted national archival standards and HMD's Archives and Modern Manuscripts Program (AMMP) archival practice. 5.Government Responsibilities: The government shall provide the contractor with background information on NLM's archiving program, detailed orientation, and oversight for the project. The government shall provide workspace, computer, office and processing supplies and detailed orientation and oversight for the project. 6.Reporting Requirements and Deliverables: Expected outcome is completely processed collections and finding aids. The contractor will submit weekly progress reports describing processing progress. The contractor will supply a monthly invoice specifying billable hours for project staff, and estimating the amount of time left in the purchase order. On occasion, the contractor will meet face-to-face with the project officer to provide status reports. 7.Program Management and Control Requirements: The project officer will be determined at a later date. All work produced under this agreement shall be considered a work-for-hire and copyright shall in all cases rest with the National Library of Medicine. 8.Inspection and Acceptance Requirements: The project officer will consult with the contractor during all phases of the project, reviewing plans prior to implementation, reviewing work for accuracy, and making recommendations as needed to ensure conformation to NLM specifications and timely completion of the work. 9.Place of Performance: The work will be carried out on-site at the National Library of Medicine, History of Medicine Division, according to a schedule mutually agreed upon by the contractor and the library, generally Monday through Friday, between 8:30 AM and 5:00 PM, except Federal holidays, for 24 hours per week.
