The MTCCS acquisition entered Procurement Acquisition Lead Time (PALT) at 11:00EST 4 August 2016. The following update is provided: a. The Government is pursuing a Multiple Award Task Order Contract (MATOC) b. The contract ceiling amount is $975M. This amount represents the anticipated sum of all task orders awarded under MTCCS among all awardees. c. Base awards will be evaluated against non-awardable Sample Task Orders. d. The MATOC will have a pool for Large Business (LB) and a pool for Small Business (SB) set-aside. e. The Government is contemplating making three awards in each pool. f. After award of the base contracts, the Government intends to compete under fair opportunity and issue a single task order for each of the following MTC operations in accordance with FAR 16.505 (this is the known requirement): i. III Corps: LB ii. USARPAC: LB iii. XVIII Airborne Corps: LB iv. Joint Base Lewis - McChord (JBLM): LB v. Joint Base San Antonio (JBSA): SB vi. Fort Polk, LA: SB g. The MTCCS acquisition will be available to additional MTC operations not listed above, and each future task order will be competed in the appropriate pool based on Government analysis and decision. h. Contract Line Item structure will primarily use Firm Fixed Price (FFP) items, with Cost for travel, and Time and Materials (T&M) for surge requirements. i. The Government intends to release draft sections L & M, "Instructions to Offerors" and "Evaluation Criteria" and SB subcontracting percentage goals during FY16. j. The Government anticipates meeting the dates on the following schedule. (All dates are in Fiscal Year (FY)) (FY 17 begins 1 October 2016): i. Draft RFP: 4th Quarter 2016 ii. Final RFP: 2nd Quarter 2017 iii. Base Awards: 3rd or 4th Quarter 2017 2. Responses Requested: The Government is interested in receiving meaningful feedback on this update and the attached documents.
