- Statement of Work THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. LOOKING FOR TECHNICAL VENDOR THAT CAN PROVIDE THE FOLLOWING: STATEMENT OF WORK NFFP7100-16-03778, CB34307 Killer Whale Sighting reporting C.1Organization C1.1Organization The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. C.1.2Background and Objective: The NWFSC provides scientific and technical support to NOAA Fisheries for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The Marine Mammal Program is responsible for research on the ecology, distribution, abundance, and threats to marine mammal species in the NW, primarily endangered Southern Resident killer whales. Past vendor has provided a public whale sighting reporting service via toll free hotline, email, and social media for the past 10 years. The reports they collect are collated on a daily basis and sent back out to the general public, researchers and commercial whale watch operators. This information coupled with other data sources represents a key data source for evaluation of movements and habitat use of whales, particularly killer whales, as required under the MMPA and ESA. C.2. Tasks: Vendor will act as a central clearinghouse for whale sighting reports in the inland and coastal waters of Washington, Oregon, California, and British Columbia from the general public and other sources they have established via a 24/7 toll free hotline, email, and social media. C.2.1 Description: Killer whale sighting reporting 2.1.1 Collated killer whale sighting reports The vendor will collate all sighting reports for redistribution to the general public and other entities, including the NWFSC. C.2.1.2 Near real-time sighting reports The vendor will provide in as near real-time as possible all sightings of killer whales in Puget Sound or other regions to the NWFSC at the request of the NWFSC when NWFSC sponsored research is occurring. C.2.2 Deliverables C.2.2.1 Killer whale sighting reporting C.2.2.1a Transfer collated information Weekly reports Provide weekly reports describing all opportunistic whale sightings (resident, transient, or offshore ecotype) collected and where applicable the number of whales present, which pods, subpods, or individual whales were observed. Data collected for each sighting is to include the date, time, location of the sighting (descriptive and latitude/longitude), and initial source. The contractor will provide a copy of the sighting data in electronic form to NWFSC, the Center for Whale Research and The Whale Museum each week. These data need to be provided to the Center for Whale Research and The Whale Museum as part of the data streams they need in order to fulfill tasks under the contracts the NWFSC has with those two vendors. The file will be in Excel format. C.2.2.1b Killer whale sightings in Puget Sound or during NWFSC sponsored field efforts Killer whale sighting information should be transmitted via cell phone or social media in as near real time as possible to NWFSC staff following each sighting report. C.3.0 Point of Contact The contractor shall provide a single point of contact to serve as the project manager or support lead. The project manager shall have a comprehensive knowledge of the type of work anticipated under this contract. This person will not be on- site but available to the point of contact as needed. C.4.0 Performance C.4.1 Place of Performance: Services are to be provided at a location agreed upon by both parties. The contractor is to have all required permits to carry out this research and adhere to the guidelines of those permits while conducting this work. Work will be conducted in the coastal and inland waters of U.S. C.4.2 Period of Performance Period of Performance is from date of award to 31 August, 2017. Deliverables shall be provided to the NWFSC by 31 August, 2017. C.5.0 Extra Services: The contractor is advised not to perform any services under this contract, requested by any person orally or in writing, which is considered to be a change of work or services required by this contract necessitating an adjustment in contract price until he has made a proposal to the contracting officer covering such extra services and has received a notice to proceed. C.6.0 Quality Control: The contract is responsible for producing complete, competent, and thoroughly checked documents within the schedules provided in this statement of work or the task orders. The NWFSC reserves the right to conduct site visits and inspections to assure quality of work and data. C.7.0 Information Security - The certification and accreditation requirements of clause 73 do not apply, and a security accreditation package is not required.
