Attachment No. 2 - Instructions, Conditions and Notice to Offerors Contract Line Items (CLINs) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5716Q80117 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-89, effective July 14, 2016. The NAICS Code is 541380; the Small Business size standard is $15 million. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is seeking a contractor to provide a facility and engineering services to test optical means for measuring bridge and tunnel heights on a semi-tractor trailer truck, in accordance with the Statement of Work (SOW) below. Statement of Work (SOW) - Begin Test Track Services for Vehicle Clearance Technology Study A. OBJECTIVE To procure a facility and engineering services to test optical means for measuring bridge and tunnel heights on a semi-tractor trailer truck. These tests will help determine the feasibility of creating a truck mounted system to detect structures too low for safe passage by the truck. B. REQUIREMENTS The following requirements summarize the needs of this test project. B.1 Facilities R1: The vendor shall provide a test track suitable for driving large semi-tractor trailer trucks. R1A: The facility shall allow speeds up to 40 miles per hour. R1B: Speeds up to highway speed (55-65 mph) is a desired but not required capability. R1C: The facility shall provide a test track with a straight path approaching a bridge or tunnel of at least 100 meters, 250 meters being optionally desired. R2: The facility shall provide one or more bridges over paved road. R2B: A tunnel in the facility is a desired but not required capability. R3: The vendor shall allow permission to photograph testing onsite. B.2 Engineering Services R4: The vendor shall provide an 18-wheel semi-tractor trailer truck for the duration of the testing and shall be solely responsible for insurance and maintenance of the truck throughout the testing. R5: The vendor shall be able to inspect and judge the vehicle safe for use. R6: The vendor shall provide a driver who is licensed to drive the semi-tractor trailer truck. R7: The vendor shall provide fuel for the semi-tractor trailer truck for the duration of testing. R8: The vendor shall mount the optical sensors provided by Volpe on the vehicle with temporary mounting, working directly with Volpe personnel. R9: The vendor shall fabricate a structure to present variable bridge heights to the truck mounted sensors. These are optical sensors so the structure must reflect infrared light in a way similar to bridge materials like concrete, steel and wood, but need not have the physical characteristics of a bridge like density or rigidity. R9A: The structure height shall range from 10 - 17 feet. R10: The vendor shall provide instrumentation to measure speed and location of the vehicle. R11: The vendor shall have the capability to collect sensor output if requested. Likely interfaces are USB, RS-485 and CAN with output intended for 100 Mbps Ethernet. R12: The vendor shall provide physical measures of the track such as distances and the heights of bridges, tunnels and the variable height fabrication. R13: The vendor shall record the testing on video. R14: The vendor shall review video and edit as necessary. R15: The vendor shall turn over all raw and processed data collected to Volpe either daily or at the end of the testing. Time frame depends on what is appropriate for the different kinds of data that might be collected. B.3 Safety Restrictions R16: No testing shall occur on public roads or any locality which would involve police, road closures, or exposure of the public to the test vehicle and vice versa. R17: The contractor shall provide for safety and security of personnel and equipment at the test location. R18: The variable height structure must be breakaway or not damage the truck if contacted at 30 mph. As noted above it can be a lightweight material that reflects infrared light. C. SCOPE OF WORK We anticipate the need for one week of testing. Because additional testing may be required, we specify required tasks for the first week with optional tasks that may or may not be exercised. These optional tasks will be exercised at the sole discretion of the Government as needed, and may take up to an additional week. C.1 Required Tasks Task Description and Relevant requirements Task 1. Prepare site and set up for the project: R1, R2, R3 R15 Task 2. Provide semi-tractor truck for 1 week (including expendables like fuel): R4, R5, R7 Task 3. Provide a driver available during the week: R6 Task 4. Install and remove sensors and all instrumentation needed on the truck and test track: R8 Task 5. Provide facility and support personnel for 5 days of testing: R10, R11, R12, R13, R17 Task 6. Fabricate the variable height structure and operate it during testing: R9, R18 Task 7. Provide basic data and video processing necessary for Volpe personnel to evaluate the data: R14, R15 C.2 Optional Tasks (CLINs 0800 - 1200) Task Description and Relevant requirements Task 8. Task Provide semi-tractor truck for a 2nd week of testing: R4, R5, R7 Task 9. Provide facility, support personnel, and driver for a 6th and 7th day of testing: R6, R9, R10, R11, R12, R13, R17, R18 Task 10. Provide facility, support personnel, and driver for an 8th day of testing: same Task 11. Provide facility, support personnel, and driver for a 9th day of testing: same Task 12. Provide facility, support personnel, and driver for a 10th day of testing: same D. Additional Requirements Volpe personnel will perform the experiments, data collection and analysis and provide plans and instructions to the vendor's support personnel. Any instrumentation provided and used by the vendor shall be operating correctly and have a current calibration. The vendor shall provide documentation that explains any data or video that is provided, but there is no final report necessary. E. Schedule This testing must occur in August or September 2016. The following FAR Clauses and Deviations also apply: FAR 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements-Representation (DEVIATION 2015-02) PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS-REPRESENTATION (APR 2015) (a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. (End of provision) FAR Clause 52.232-40 Providing Accelerated Payments to Small Business Subcontractors PROVIDING ACCELERATED PAYMENTS TO SMALL BUSINESS SUBCONTRACTORS (DEC 2013) (a) Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor. (b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. (c) Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial items.
