This is a Draft RFP for C2ISR Enterprise Contracted Logistics Support (ECLS). No proposals are required at this time. All Questions pertaining to the Draft RFP shall be submitted no later than 25 August 2016 at 3:30 P.M EST. Answers will be posted on FBO. (a) The Air Force Life Cycle Management Center (AFLCMC), C2ISR Division (HBG), Logistics Section (HBGML)at Robins Air Force Base, (RAFB) Georgia has a requirement for providing logistic support services for taskoriented Enterprise Contracted Logistics Support (ECLS) weapon systems sustainment. The preponderance of work performed will be at this location with occasional travel requirements to support field sites in both CONUS and International locations. Current weapon systems supported by this effort will include the U-2 aircraft, the Distributed Common Ground System (DCGS), Special Projects, Unmanned Aerial Vehicles (UAVs) and associated support systems. We are establishing an enterprise approach for accomplishing effective Supply Chain Management (SCM) to provide global logistics support to the war fighter. The ECLS performance tasks include functioning as the Service Provider (SP) at the enterprise level for Materiel Management, Warehousing and related SCM activities as identified by the C2ISR weapon systems. Additionally, technical support of sustainment activities associated with product support of weapon system inventory of the kind provided by a technical/sustainment analyst will be required. An essential component of the ECLS effort is to use the webbased Automated Logistics Management Support System (ALMSS) and/or other DoD approved supply support systems (e.g., D200 [Requirements Management System], D035 [Stock Control and Distribution System], D043 [Master Item Identification Control System]). These logistics support systems will be used to track material usage, provide historical data, determine stocking levels, and provide stock control and distribution functionality for both national stock number and part number peculiar items for wholesale and retail distribution. Only experienced logistics personnel will be considered for this effort. All positions require a minimum of a Secret clearance, while some positions in a particular program may require access at the Top Secret clearance level. Foreign companies,as a prime, partner or subcontractor, are excluded from participating in this effort.
