- RFP - Amendment 1. This RFP supersedes the previous version posted. The purpose of this solicitation amendment is to provide answers to all questions received in response to this solicitation. The questions and answers are provided below: • Question: The FLC Solicitation SB1341-16-RP-0024 stipulates that in Volume I of our response, we "must complete and include Standard form 1449, blocks 30a, 30b, and 30c." These are the signature blocks. The SF449 was not included in the solicitation package. Usually the issuing Government agency completes the blocks at the top of the form before the offeror signs. Although the form is readily available on the web, we are somewhat concerned about signing a blank form. Will you be providing the SF1449 (for our inclusion in our Volume I response) with the appropriate blocks completed? o Answer: The FLC solicitation has been amended to remove this statement (see attached amended RFP - changes highlighted). • Question: Is there an incumbent? And, if so, what is their contract number? o Answer: The incumbent contract is SB1341-13-CQ-0002, and the contractor is Total Technology Inc. (DUNS 602968187). • Question: I have been reviewing SB1341-16-RP-0024 and I had a question. I cannot find where in the solicitation it lists the place of performance. As the IDIQ lists many support tasks that might require contractor's being on site I would assume that the vendor needs to be in the DC area, but am not sure. Can you please clarify whether there are any contractor location requirements for any facets of the opportunity? o Answer: The contractor does not need to be in the DC area. The FLC operates across federal laboratories and is therefore a nation-wide presence. The FLC Executive Board and Officers change based on elections as noted in the FLC By-Laws, but the organization itself does not have a physical location. The various meetings, including Executive Board meetings are held at various locations and the arrangements for these are made by the contractor. The physical mailing address will typically be the contractors physical location, or NIST as appropriate. No office space is provided by NIST in the DC/Gaithersburg area, nor is office space in this area a requirement for contract performance. All other terms and conditions of the original solicitation posting remain unchanged.
