Description

Questions and Answers to RLP VA248-16-R-1287 Amendment A00003 1.Does the VA send a written notice that a site was approved to submit a solicitation? No, the VA does not send formal notification that a site has been approved during the solicitation phase. 2.Can the 8% GC percentage and the 6% Lessor Overhead and Profit percentage be changed in the build out proposal? Yes, the 8% and 6% limitations do not apply to leases, however this is a competitive requirement. 3.Attachment F, GSA Form 3518-SAM: Amendment to the GSA 3518 SAM Registration form was part of the RLP package. Should GSA Form 3518 been included as well? When a Government vendor completes their SAM registration, the GSA Form 3518 Representations and Certifications is completed during the registration process. The form in the RLP package is just an amendment to the SAM registration for Leasehold Interests in Real Property. 4.RLP Section 1.02.C, Page 1: Do the 58 parking spaces included in the lease need to be "reserved for the exclusive use of the Government"? The only parking spaces that the VA would like to have reserved with signage would be the handicapped parking spaces in front of the clinic. 5.RLP, Section 3.06, S.2, Page 16: The drawings will be generated using AutoCAD. Is both CD-ROM and PDF files required with submission of solicitation? PDF AutoCAD drawings for the testfit are due with the proposal. CD-ROM files of final drawings are due at completion of build out. 6.Attachment G, Security Requirements: Are these requirements to be included in the Shell or TI costs? If TI, is there a form to be completed? Security requirements are included in the TI costs ¦see Attachment G. There is no form. 7.Will the VA permit the omission of the vestibule in the space plan or make it optional? The vestibule is a requirement of the floor plan. 8.Is a CCTV system necessary? If so, what specifications can be provided? At this time a CCTV system is not required in the build out. Is a Panic Alarm system necessary? If so, what specifications can be provided? At this time a Panic Alarm system is not required in the build out. Will there be an X-Ray machine in the space? If so, what specifications can be provided? There will not be x-ray equipment in this location. 9.Attachment G: Will the contractor be providing the security portion of the project? If so, then will it be a complete job or just the conduit with the junction box for connection? The security system including monitoring will be provided by the contractor and will be a complete job. 10.Attachment L: Will the cabling/IT portion of the project also be the responsibility of the contractor's scope of work? If so, the will they run cabling and provide the D-mark? Yes, the cabling/IT portion is the contractor's responsibility. See 5.16 -5.18 of the lease. 11.Attachment I - "Past Performance Questionnaire": RLP Section 3.06 F, Page 14 refers to this attachment as "Past Performance Evaluations." Are these one and the same documents? Is this document to be completed by a Contractor or a Tenant? Yes, these documents are one in the same and should be completed by a Tenant. The "contractor" reference in this questionnaire refers to the Lessor. These questionnaires are due to the CO on Monday, August 15, 2016.
