Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (relative to NACIS 811219). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website and/or GSA eBuy website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement if published. This is a Sources Sought announcement, VA69D-16-Q-1164, seeking Small Businesses of all socioeconomic categories (SDVOSBs, VOSBs, WOSBs, etc.) in order to identify interested parties and potential possible set-asides for potential participation in the acquisition. Firms which can perform the work are asked to send the proof of their socioeconomic status along with a brief, but relevant capability statement. If a vendor intends to sub-contract 51% or more of the work to another firm, responding firms will include this information in their submission. Businesses that are identified as SDVOSBs, VOSBs, WOSBs, Small Business, etc. for this NAICS are being sought as sources for consideration for the forthcoming solicitation. NCO 12 plans to establish a Firm Fixed Price contract for maintaining and repairing the UPS (Uninterrupted Power Supply) system in use at the Milwaukee VA. This contract will begin on 10/01/2016 and will end on 09/30/2017 and include four option years to extend. Firms will review the attached SOW (pages 2-3) and will provide in their submission any questions, comments, or criticism of the SOW. Firms will also include in their submission proof that they are able to maintain and service Eaton's UPS system. Such proof may include, but is not limited to, training certifications, past performance statements regarding work done on Eaton UPS systems, or any other reasonable evidence that the respondent can satisfy the tasks set forth in the SOW. The base year for CLIN004 is 11/15/2016 through 9/30/2017 SCOPE (1)Summary: This service contract is for an initial one-year term, but may be renewed annually for up to 5 years. It provides preventative maintenance on the specified equipment at the Milwaukee VA Medical Center, as well as labor, travel, expenses, and parts for that preventative maintenance. Additionally, it provides on-call corrective maintenance on equipment that is malfunctioning or inoperable, as well as labor, travel, expenses, and parts deemed necessary for that corrective maintenance. (2)Hours of Coverage: oMonday through Friday, 8:00AM to 5:00PM CST, excluding locally observed holidays. If access is deemed necessary outside of these hours, these hours shall be charged at the prevailing vendor non-business travel and labor rates. (3)Specifications of Work: oAll parts for the repair and maintenance of the system are covered oEngineering changes are covered oAnnual preventative maintenance according to manufacturer specifications is included 1.Electronics (UPS Power Module, DC, PDU, Flywheel, Ancillary devices) 2.Sealed Lead Acid Battery System oUnlimited corrective maintenance is included during hours of coverage oAncillary connected device maintenance is included (4)Guaranteed Uptime: This plan includes a guarantee of 95% uptime. (5)Updates: Vendor will provide system engineering changes. (6)Services and parts not covered by contract: Contracting Officer (CO) or Contracting Officer's Representative (COR) authorization for any work or parts outside the scope of this contract must be received prior to performance of work or payment will not be authorized. Parts required that are not covered by contract will be purchased by the VA and installed under the terms of the contract. Contractor shall provide a list of exclusions at the time of the proposal for VA review. (7)Qualifications: The contractor must meet The Joint Commission requirements for proving competency of service provider. Contractor personnel shall be OEM factory trained and authorized to work on equipment they are servicing. The contractor shall provide job title, job description, and qualifications of any and all that will or may provide service to the Hospital. The CO may authenticate the training requirements, request training certificates or credentials from the contractor at any time for any personnel who are servicing or installing any VA equipment. The CO or COR specifically reserves the right to reject any of the contractor's personnel and refuse them permission to work on the VA equipment. If subcontractors are used, they must be approved in advance by the CO; the contractor shall submit any proposed change in subcontractor(s) to the CO for approval/disapproval. All service personnel will be aware of and compliant with Hospital policy and procedures pertaining to safety, fire, severe weather, and emergency procedures. (8)Check-in and Identification: The contractor's representative will report to Biomedical Engineering, Building 70 - Room C009 prior to performance of service. On approved overtime, contractor will report to Police Dispatch, Building 111 - East Entrance. The contractor's field service employee shall wear visible identification at all times while on the premises of the VA Medical Center. (9)Safety Requirements: In the performance of this contract, all service personnel must use the "Universal Precautions" (i.e. decontamination of medical equipment, wearing protective gloves, aprons, and goggles) during cleaning and maintenance/repair procedures. The Contracting Officer or designee will notify the contractor of any noncompliance with the foregoing provisions and action to be taken. (10)Documentation Requirements: Service field reports shall be provided after the completion of each field service call. Field service reports shall include written evidence of performance of all procedures and tests as required by the manufacturer. They shall include itemized parts and labor.
