Description

The Department of Veterans Affairs, Service Area Office Central Region (SAOC) anticipates issuing a solicitation on behalf of Veteran Integrated Service Network (VISN) 16 for a contractor operated Community Based Outpatient Clinic (CBOC) in accordance with FAR parts 12 and 15, and 38 USC 8153. A single award IDIQ contract with a base year and 4 option years is contemplated. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. The solicitation will be for a Community-Based Outpatient Clinic (CBOC) for providing outpatient Primary Care for all patients, regardless of gender or age, in a private hospital, office or clinic environment to veterans primarily residing in Adams County, Mississippi The Contractor shall provide a community-based outpatient clinic solely dedicated to Veterans. It is anticipated that in its first year of operation, the Adams County CBOC may have approximately 1300 veteran enrollees. The CBOC must be located in Adams County, Mississippi. According to VHA Handbook 1006.1, a CBOC must be located a minimum of 30 minutes from an existing Veterans Health Administration (VHA) primary site for urban or rural patients. Interested Offerers must propose a facility that is located over 30 minutes away from the GV (Sonny) Montgomery VAMC. The Contractor operated CBOC must have the necessary facilities, professional medical staff, diagnostic testing and treatment capability and referral arrangements needed to ensure continuity of health care. Payments under the contemplated contract would be made on a capitated-rate basis. The company awarded this contract will be required to have a fully operational clinic up and running 90 days after award. The period of performance of this requirement consists of a twelve (12) month base period with four (4) twelve (12) month option periods. A comprehensive list of actual requirements will be included in the Contract Delivery Requirements within the solicitation package document. This solicitation shall be issued as 100% full and open competition. The NAICS Code is 621498 - All Other Outpatient Care Centers-Size Standard $10.0M. It is anticipated that the solicitation will be posted on the Government Point of Entry on or about August 16, 2016. The prospective offeror is responsible for downloading all documents including amendments at the Federal Business Opportunities website without further notification from the Contracting Officer. Paper copies of this solicitation will not be issued. Interested parties should use the www.FedBizOpps.gov [Add to Watch list] and [Add Me to Interested Vendors] features which provide a notification when the Request for Proposal (RFP) becomes available for download as well as all postings of information associated with this solicitation thereafter.
