Description
Provision and Clauses Statement of Objective (SOO) The 96 Test Group, Holloman Air Force Base (AFB), NM intends to solicit, negotiate and award a requirement for Telemetry Antenna. Potential Offers should note funds are not currently available for this project and offers should be valid through 30 Nov 2016. Previous sources sought postings can be found on Federal Business Opportunities (FBO) webpage under the same solicitation number: FA2486-96TG-Antenna. The Contractor shall deliver a Telemetry Antenna meeting the objectives attached in this notice. The acquisition will be set aside for small business. The NAICS 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The set-aside will be Small Business for this acquisition. The Product Service Code is 5985, Antennas, Waveguides and Related Equipment. Delivery will be expected within 120 days after award. Any resulting contract will be Firm-Fixed Price. Procedures in accordance with FAR Part 12 and 15 will be used. The following is the anticipated CLIN Structure for the basic requirement: CLIN 0001, Telemetry Antenna Vendor will supply all labor and required material to install one (1) complete L, S, & C-Band 2.4 m (8 Ft) telemetry tracking antenna system to include L, S. & C-Band telemetry receivers. This effort will also including removal and disposal of the existing system and a complete system check out after installation of the new telemetry package. The system is comprised of a 2.4 meter antenna system with associated controller station and telemetry data receivers. See attached Statement of Objectives (SOO) and CDRL A002 CLIN 0002, Training The vendor will supply Training for three personnel on proper operation of new system, calibration, and periodic maintenance. In addition, vendor will supply three (3) paper copies and one (1) electronic copy on DVD-R. See attached Statement of Objectives (SOO) and CDRL A001 CLIN 0003, Documentation All applicable operation and maintenance manuals for new telemetry system, 3 hard copy and 1 digital copy (.pdf). These items are to be submitted with the draft of the Acceptance test plan 60 days prior to test checkout. See CDRL A001 CLIN 1001, Dome (OPTION) Replace existing Radome with new L, S, and C-band dome that will utilize the existing tower for full integration to support the new antenna. Diameter not to exceed 14ft. Description: The delivery and installation will be in accordance with the Statement of Objectives (SOO). The contractor shall be responsible to demolish or remove existing equipment as needed, design, build, and install all necessary equipment. The new system shall go through a functional checkout and satisfactorily pass acceptance testing prior to turn over to the Air Force. The awardee shall hold to industry standards engineering design practices with appropriate reviews and approvals from the Government. The option CLIN may be awarded at the discretion of the Contracting Officer (if necessary) to achieve the required performance goals in the SOO. The offeror must provide sufficient information as to their proposed solution to determine if exercising the options is in the best interest of the Government. Salient Characteristics - See attached Statement of Objectives. IMPORTANT NOTICES: Prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. You are required to create a user account to register and/or update your entity records (i.e., Commercial and Government Entity (CAGE) Code, DUNs number, etc.) in SAM which were previously located in separate CCR and ORCA websites. Paper copies will not be available. The contractor is responsible for obtaining the solicitation, amendments, and any other documentation from the FBO webpage. This information is necessary in order to receive award consideration. All questions concerning this notice should be submitted electronically via facsimile or email to the Points of Contact (POC) as indicated in this announcement. All information pertaining to this announcement, including technical (or other) questions and answers will be provided to/through the Contracting Officer ONLY to ensure equal distribution of information to interested parties via Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. FAR 52.212‐01, Instructions to Offeror - Commercial Items The contractor shall provide the following items with their proposal: 1. Volume I: 1.1. Provide prices for CLINs 0001 through 0003 in a contractor generated document clearly identifying each CLIN and any relevant pricing information. 1.2. The offeror shall complete pricing for all CLINs, base and option to be considered compliant. 2. Volume II: 2.1. Technical submission not to exceed 30 pages. This document shall describe the proposed items in sufficient detail allowing the Government to ascertain if all requirements are met. 3. Offers shall be submit one printed copy and one electronic copy that can be opened with Microsoft Office programs. FAR 52.212‐02, Evaluation - Commercial Items, The Government shall evaluate proposals to ensure they include the following items: 1. Volume I: 1.1. Prices for CLINs 0001 through 0003 in a contractor‐generated document. 1.2. Complete pricing for all CLINs, base and option, must be provided to be considered compliant. 1.3. The Government shall evaluate the total award amount to include base and option to determine the lowest priced technically acceptable offer (LPTA). 2. Volume II: 2.1. Technical submission not to exceed 30 pages. The government may only review the first 30 pages of any submitted volume. Any requirements described outside of the 30 page limit may be determined technically unacceptable. 3. The Government shall verify that the offeror submitted one printed copy and one electronic copy that can be opened with Microsoft Office products and/or a pdf reader (i.e. Adobe). 4. Technical acceptability will be evaluated as "Pass/Fail" for each objective listed in the SOO. 5. The Government will award to the offeror that is the lowest total price to include base plus option that meets all of the requirements listed in the SOO. Industry Day for the NAATS Upgrade was conducted on 15 Jun 2016 and Government does not intend on conducting another Site Visit.
