- Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Northeast Fisheries Science Center, (NEFSC) requires a Hydraulic, Winch & Deck Equipment Upgrade for the NOAA R/V Gloria Michelle. The vessel will be available pier side at the vessel’s homeport (166 Water Street, Woods Hole, MA 02543) or can be relocated (by the Government) to the location of the contractor, within 250 nautical miles from the vessel’s homeport. If deemed necessary the contractor may haul the vessel out of water at the contractor’s expense. If the vessel is traveling to a contractor’s destination the vessel must have a minimum depth of 10 feet of water in any confined channel and an air draft of no less than 45 feet. The work shall commence between December 1, 2016 and March 10, 2017. SCOPE OF WORK: The scope shall include but is not limited to the following: 1. Completely remove the current hydraulic system. This includes supply, return, and all associated piping and hose. 2. Install new hydraulic system which must: a. Be pneumatically activated from wheel house and back deck control station b. Powered by a main PTO from the ship’s Caterpillar 3406 c. Supplied and returned to existing hydraulic tank d. Provide sufficient power to the following equipment: i. 2 Pull Master H-18 winches (w/ 28” flange and 21.3” width) capable of holding 355 fathoms of 5/8” wire. 1. Model:H18-4-101-4F 2. Each winch requires 2300psi at 76GPM ii. 1 Anchor windlass (existing) iii. 1 deck crane (existing) – will be relocated to centerline iv. 1 net reel (existing) v. 1 small winch for lifting nets on the boom vi. 1 winch for J-frame (option item) 3. Vessel shall maintain ability to operate winches both independently and in unison 4. Winches shall be able to power in, power out, and free spool. Winches must have internal brakes fitted with an external brake release. 5. Net reel shall have ability to power in, power out, free spool and lock independent of hydraulics 6. Reconfigure aft deck a. Reinforce the deck where new or existing equipment will be mounted. Deck reinforcements should be sufficiently thick and strong to avoid deflection under load. b. Remove and dispose of existing winch c. Remove large fish hold hatch d. Relocate small aluminum escape hatch just aft of mast e. Remove fairleads and install new winches on bolted bases welded to deck. f. Create a control station aft of mast and at net reel. g. Relocate deck crane to centerline. h. All equipment shall be bolted to a frame which is welded to the reinforced deck A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 336611, Ship Building and Repair. The small business size standard is 1000 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is determined to be the best value, by an integrated assessment of price and non-price evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download on or about August 16, 2016 via http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FedBizOps for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than September 1, 2016, 11:00 AM EST.
