Description
Commercial Item Provisions Drawings Specifications Request for Quote AG-32SD-RFQ-16-NL09 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-RFQ-16-NL09 and is issued as a request for quotation (RFQ). This solicitation is a Small Business set-aside. The NAICS is 332311 and business size standard is 750 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-89. The acquisition is a 100% Small Business Set-Aside The USDA, Agricultural Research Service requires a bolt together roof canopy for cattle holding pens at the USDA-ARS facilities in Lubbock, TX. The Government intends to award a firm fixed price purchase order. The purpose is to purchase a bolt together metal structure to be used for a roof canopy over a set of cattle holding pens listed in the attached specifications. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall respond by 1) Filling out and signing the attached SF18 and shall provide 2) Providing a quote on company letterhead detailing the line items and descriptions, price per unit, delivery/freight cost, and total price and valid for at least 60 days after receipt of quote. 3) Provide specification sheets for items 4) Providing a brief list of previous projects of similar type and a point of contact that can be used for reference and 5) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section should be completed electronically in the System for Award Management (SAM) at www.sam.gov. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to award. You may register online at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: price, technical specifications, and past performance. Responses, as stated previously, shall include technical specifications, descriptive material, and example of previously completed work, etc. Award may be to a firm other than that quoting the lowest price. All sources wishing to quote shall furnish a quotation by 5:00 p.m. Central Standard Time, on or before Tuesday, August 30, 2016.
